The British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Programme Manager – Humanitarian, Inclusion and Protection Team, job grade Higher Executive Officer (HEO).

This is an opportunity to work for the Foreign Commonwealth and Development Office (FCDO) within British Embassy Amman as it implements its new UK-Jordan Country Business Plan.

The successful candidate will join the Humanitarian, Inclusion and Protection Team with particular focus on the education sector. The post requires commitment to work with others inside and outside the Embassy to maximise UK investment and coordinate with other donors and stakeholders. The successful candidate will be confident working at pace and multi-tasking to respond to changing priorities.

The successful candidate will have excellent communication skills as well as being a strong team player. The candidate will be expected to manage a diverse range of stakeholders.

Main Responsibilities:

Lead programme manager for the UK’s education programme – ‘BRIDGE’ Building Resilience, Inclusion and Diversity through Girls Education.

Manage finance related to programmes, including technical assistance (TA). Use a commercial mind-set and understanding of project budget drivers to support achievement of value for money (VFM) for TA.

Ensure key partner/supplier deliverables are tracked in the Programme Delivery Plan.

Contribute to development of programme risk strategies, focusing on mitigating the risk of fraud and corruption and ensuring other risks are addressed in liaison with programme team and others as required. Maintain programme risk register, proactively highlighting and escalating concerns, risks and issues to appropriate level.

Regularly update delivery chain maps showing key issues and risks at each stage of funds movement.

Donor coordination for a multi-donor special account and supporting Education Adviser on stakeholder engagement.

Support with strengthening the Humanitarian, Inclusion and Protection Team strategies and priorities.

Leading coordination on cross-embassy education support with the British Council, Department for International Trade and Newton-Khalidi Fund colleagues.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required.

Essential qualifications, skills and experience

Fluency in English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.

Minimum 4 years’ experience of programme management preferably in an international organisation.

Bachelor’s degree in a relevant field.

Strong background in financial and risk management.

Ability to build strong, respectful and collaborative working relationships with stakeholders within and beyond HMG, including those with different cultural backgrounds and opinions.

Literacy in Microsoft Office packages (Excel, Word, Outlook, Microsoft Teams and PowerPoint).

Ability to work under pressure and manage a complex and varied workload sometimes to tight deadlines.

Desirable qualifications, skills and experience

Previous experience of Programme Management in Jordan.

Previous experience of Programme Management in the education sector.

Experience in drafting reports and briefs for an international audience.

Eligibility:

If you are selected for this position, we will be able to employ you as long as you:

Have the right to live and work in Jordan;

Receive the appropriate level of standard security clearance.

Working Hours and Remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of JOD 2,479 per month based on a 37 hours per week. The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home (with agreement of Line Manager) one day a week.

Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be given to candidates at interview if necessary.

This role is for a full-time employment, on a fixed-term basis for two (2) years. The successful candidate will be subject to a 90-days probationary period (as appropriate). The selected candidate must have a right to live and work in Jordan.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

The Embassy follows a 70-20-10 model of learning. Your Line Manager will help you develop a personalised L&D plan and will share opportunities, resources and guidance to ensure you continue your learning and achieve your full potential.
