Creation, development, and implementation of public-facing website as a

custom-made web portal and content provision system for the Work-based Learning model

  • Introduction

The objective of the intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan” is to enhance employment outcomes, particularly for Syrian and vulnerable Jordanian youth and women, and more specifically to develop skills for semi-skilled workers in cooperation with the private sector.

This intervention is a part of a larger programme, QUDRA II. QUDRA II is the second phase of a large multi-country, multi-donor programme named “Qudra– Resilience for Refugees, IDPs, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”.

The overall objective of QUDRA II is “to contribute to mitigating the destabilising effects of the protracted Syrian and Iraqi crises and to better respond to the resilience needs of refugees, internally displaced persons (IDP), returnees and host communities”.

The intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan”, is to be achieved through the following objectives, a) effective partnerships between vocational training institutions and private enterprises contributing to demand-driven and work-based vocational training, b) training of 2000 Syrian refugees and vulnerable Jordanian youth including 40% women, and c) improving human resource management of private enterprises.

  • Background on the Work-based Learning Model.

Work-based Learning (WBL) is defined by the European Centre for the Development of Vocational Training (CEDEFOP) as the acquisition of knowledge and skills through carrying out – and reflecting on – tasks in a vocational context, either at the workplace or in a vocational education and training (VET) institution.

As WBL has been defined as a form of learning at the workplace and refers specifically to the attainment of learning outcomes based on a planned programme to perform a role or practice a job to gain experience and expertise, Enabel and a part of its intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan” demanded to train youth at the institutional level to prepare them for today’s labour market and further link them with workplaces in both the public and private sectors to undergo WBL and increase their changes in securing a job.

Towards the achievements of Enabel objectives, pertaining to developing the Jordan Work-based Learning model, Enabel organised four webinars involving participants from local and international stakeholders in the employment, vocational and technical education, and training sectors. Efforts continued to aggregate on the outcomes of the webinars through the formation of three working groups which were held to tackle and discuss the best practical steps towards building Jordanian WBL model composed of participants representing the various stakeholders in the employment and TVET sector. Those participants were assigned to develop the draft of Jordanian model of the WBL, consequently and in collaboration with the concerned stakeholders, efforts have been endeavoured at developing work approaches, technical and vocational training programmes responsive to enhancing employment opportunities for youth and vulnerable groups in Jordan by targeting the skills mismatch between labour market demand and skills supply.

  • Justification to the Assignment

The idea behind the establishment of the web-portal is to create a robust and reliable Work-based Learning (WBL) platform that centralises all information including the international definitions and abbreviations of the WBL. The portal will only allow registered users to accessibility to the most relevant information for the WBL context.

This portal can provide all the tools and templates in reference to the WBL model via the web-portal. However, The platform will allow registered stakeholders to extract document-s, model-s, information, and further engage directly with WBL-related data in a transparent, accountable, and easily accessible technological fashion.

  • Purpose and Objectives

The main objective of this assignment is to design, develop and implement a public-facing website as a custom-made web portal for the WBL model to effectively demonstrate the WBL approach in a digitalised web environment. This step will help keep pace with today’s technological demands and trends to increase the effectiveness and awareness of the WBL approach through the provision and availability of model-related documents to the stakeholders and target audience.

Under the guidance and supervision of the acting intervention manager and communication officer of Enabel, this assignment intends to engage a vendor (consultant or/ and website development agency) to help with the transformation of the WBL Model into a digitised web-portal that will also help in achieving the following objectives;

  • Establish a one-stop shop platform for the Jordan WBL Model components, guidelines, and implementation criteria;
  • Enhance efficiency and transparency of the WBL by having web-portal visitors register their information and data (email, phone number, company name) to give access to the documents; this will help build a WBL-related database of potential partners interested in the Model;
  • Support strengthening the Public Private Partnership (PPP) between the WBL stakeholders in both public and private organisations;
  • Promote high-quality intellectual, ethical, and professional standards in WBL approach by displaying self-explanatory videos about WBL and the beneficial sides to it;
  • Increase the use of WBL approach and practice;
  • Promote the newly developed WBL-Portal among different partners and stakeholders by concluding an orientation to help adapt faster to the platform programmability;
  • Increase the profile of WBL Jordan at national and international levels;
  • Help build an understanding of international developments and trends in WBL;
  • Be a national asset on WBL across Jordan.
  • Scope of Work

As Enabel intends to showcase WBL through the lense of a digitised web-portal that will support integration registration, mobilisation and assembeling stakeholders to a one-stop hub through a management information system, with a subdivided dashboard, drop-down list and categorised toolbar, search engine and menue bar. The contracted vendor shall develop a user-friendly web-portal, in accordance with the approved model by the GoJo strategy and implementation plan that entails creating a dedicated online information portal that effectively captures and shares information on the WBL policies and programme.

  • Deliverables and Summary of Duties

Web-portal development

  • Develop the design, layout and technical aspects of the web-portal;
  • Secure HTTPS and IP and ensure valid registration;
  • Design content and functionality; use simple, cost-effective techniques to test designs with representative users before implementation of major features such as restructuring the main navigation menu, toolbar, drop-down list etc…
  • Optimise the site for low bandwidth user;
  • Implement a basic “blog” function with integrated Facebook posting; web-portal should facilitate streaming of information between the web-portal and Facebook page;
  • Browser compatibility; the site must be compatible with the current versions of the following browsers (Firefox, Internet Explorer, Safari, and Chrome);
  • Add a comprehensive search functionality to the web-portal using keywords to facilitate easier surfing around;
  • The portal is responsive by design;
  • Search engine: all content of the web-portal must be indexed and searchable and the returning result must highlight the keywords and remove duplicated results, advanced search capability must be available to create a better searching mechanism;
  • Media gallery: the web-portal should have readymade tools to create a photo gallery or video gallery;
  • Common theme and consistent design in each section of the site should have a consistent look and feel (designs to be approved by Enabel) .
  • The use of photographs, colours, fonts and layouts should he consistent throughout the site; design should be flexible to allow a large range of monitor sizes while minimising horizontal scrolling, in addition to the text instead of pictures in case of low bandwidth;
  • Visually appealing — The portal must have an attractive mix of text and graphics that does not overwhelm the user (user friendly);
  • Easy to Navigate — The site should have simple and intuitive navigation that allows users to easily identify where they are within the site and where they need to go;
  • Information should be grouped and presented in a logical manner and require no more than three levels of “drill down” for the user to find the desired information;
  • The portal must be in both Arabic and English languages;
  • Search Function: provide capabilities using keywords or phrasing that will identify content throughout the site magnifier (search box); preference for allowing Boolean searching functionality.

Content Management

  • Create or identify a content management system/ platform that will permit non-technical staff to instantly update website content on specific pages/ sub-pages;
  • Easily updated — Once the site has been completed the portal will be maintained by the web Administrator using standard web editing software;
  • The CMS should allow the website admin to easily do the following:
  • Ability to resort the website main page components;
  • Ability to insert HTML code in the CMS pages;
  • A preview button before submitting the pages’;
  • Ability to add, modify, and delete a bunch of pages without any crashes;
  • Ability to add banners or clickable images on any side of the main page of the web-portal;
  • Ability to modify the Logo header at any time;
  • Flexibility in adding text, uploaded files, external links, and pictures in all pages;
  • Any new technical suggestions will be welcomed.

Web-portal hosting

  • The web-portal currently requires 2 GB, but this will increase significantly over the coming
  • Years;
  • The web-portal should be ready to be moved to a new server anytime required;
  • The server should support the technologies used which current includes PHP and MySQL.

Web site maintenance

  • Web-portal content updates: the contracted vendor will assist with content updating in case of changes during the contractual period; adding, removing, modifying, and adjusting any content in the web-portal until the final outcome and look are satisfactory and approved;
  • The contracted vendor will maintain full backup of the web-portal through the duration of the contract and portal establishment. The backup, code and source files will be delivered in full to Enabel communication officer on the closing of the contract;
  • The contracted vendor will have an automated testing system that checks for broken hyperlinks on the site;
  • Maintenance does not include web-portal redesign from scratch;
  • Documents and graphics, such as logos and images, documents, and files will be provided by Enabel.

Search Engine Optimization and site analysis

The contracted web development company/ consultant will ensure the search engine optimization. The SEO work will include:

  • Keyword research & analysis;
  • Web-portal analysis;
  • Competitive analysis;
  • Portal content optimization;
  • HTML code optimization;
  • Search Engine submission (free search engines);
  • Link exchange;
  • Web ranking report.
  • Technical Supervision

The contractor will work directly with the communication officer of Enabel to ensure adherence to communication standards and guidelines, synergy in communication, and coordinated editorial planning and content production.

General requirments

  • At least 15-years of experience in web & graphic design;
  • Experience in media activities related to the TVET sector and has worked under projects related to technical vocational and educational training;
  • Master’s degree in media and mass communication or/ and writing for the mass media and radio and TV;
  • Former experience in media promotions, developing strategic online, offline, and 360-degree marketing campaigns;
  • Former experience with international agencies and UN agencies and iNGOs;
  • Understands the latest trends of graphic notions and designs in the domain;
  • At least 10-years of experience working in media outlets and agencies;
  • Demonstrated experience in conception, production, and editing of key messages, slogans related and falling within the scope of this assignment (provide 1 sample of work);
  • Understands the demands of donors, and international agencies in terms of following the communication guidelines, parameters, and policies, thereby operates under minimum supervision.

Specific requirements

  • Proven experience in web design, previous portal creation and development;
  • Strong experience in developing well-known and widely open source platforms, such as Drupal, Joomla, WordPress, etc.;
  • Understands end-user needs to match with adequate technical solutions and design; understands the importance of a user-friendly web-portal;
  • Strong track website in portal design; security and administration; Google analytics and Search Engine Optimization;
  • Ability to write well and excellent in both languages English and Arabic;
  • Ability to "think out of the box" and to make innovative proposals in templates, layouts, and designs to conceptualise and propose to the team;
  • Demonstrated ability to work under pressure to achieve multiple deadlines.

  • High-quality functional web-portal, as per agreed per terms, and approved Enabel document with full integration of WBL approach, with the ability to access documentation, and sign-up, login-in, and input data and information;
  • Final product will be evaluated and approved by Enabel.The firm/ consultant also known as the incumbent is obligated to work and submit within the above-mentioned deadlines and be available to respond to any comments amid the assignment for feasible alternations, amendments, and corrections.
