TEAM PURPOSE: Oxfam’s Solid waste management and recycling projects cover all 12 districts of Za’atari camp with dry and wet waste collection. This includes street litter picking, mixed waste collection from municipal bins, dry waste processing at two recycling sites, and selling it to the private sector, in addition, to adding wet/ organic waste separation and processing in the MRF (Materials Recovery Facility) component to produce compost and biogas. The project is deliberately targeted at being labour intensive to create IBV opportunities that match both livelihood opportunities with solid waste management services. The project will be implemented by the end of November 2022 and requires closer integration into the Solid Waste Management Strategy of Za’atari Camp. Also, this project targets the most vulnerable refugees to create livelihood opportunities whilst maintaining the cleanliness of Za’atari Camp.

JOB PURPOSE: The SWM officer will be responsible for supporting Oxfam’s SWM projects’ implementation in the Zaatari camp. The role of the SWM IM Officer will be to support PM to build a dashboard and analyze data and drafting reports that will feed into providing a strong data management and reporting system for the solid waste management project in the Zaatari camp and ensure that refugee households benefit from Oxfam projects while complying with the agreed cash for work SOPs in Zaatari camp.

This entails strong coordination and support with the collection, documentation, and analysis of key research documents, publications, and reports in coordination with the SWM team in the Camp. The SWM IM Officer will also support in documentation, information management, data collection, proposal development, and other project reporting needed.

KEY RESPONSIBILITIES

  • Lead the whole process of Incentive-Based Volunteers recruitment and selection in addition to handling any other IBV-related matters in coordination with the CfW team in the camp.
  • Compile the SWM IBVs payment (digital and paper versions) and submit it to the CfW team as per the agreed timeline.
  • Monitor and manage any new incoming data, and project related-information available that can be used to support program design, pilots, concept notes, and proposals.
  • Provide translation of key project documents
  • Support in planning new activities in the project and feed in with information that will shape future funds and projects in the camp, this process might include feeding into budget estimations and proposal writing.
  • Ensure the data shared by other teams are captured, measured, and monitored to help the SWM team make the proper decision about the project and future pilots.
  • Support in the development of SWM/WaSH proposals and concept notes and any needed external coordination for that matter
  • Improve the existing data management system with new parameters and features and lead the design and development of a new Management Information System.
  • Create questioner forms and build Dashboard using Survey CTO, Power PI, Excel or similar software’s.
  • Support in preparing project presentations of SWM internally and externally
  • Lead on information management for the SWM project, including but not limited to archiving all project-related documents (digital and paper) in addition to supporting the data management process for the project, such as data entry, collection, data analysis, and other information as needed, while ensuring the accuracy of numerical and qualitative data and addressing inaccuracies as they arise.
  • Ensure proper project documentation and lead on the creation/design of all needed forms for that end by creating optimized and operational excel sheets, forms, tools, and systems to enhance work quality and efficiency of work delivered.
  • Ensure compliance with IBV Systems and Adhere to IBV SOPs and support in the implementation of restructuring the solid waste team when needed.
  • Submit monthly progress reports, ensuring accurate capture of numbers of refugees reached by the project. Feed into monthly donor monitoring and develop internal reports for research and support the SWM team.
  • Track the complaints raised by the MEAL team to be solved on a timely basis, provide reasonable solutions to the complaints received from the community, and analyze the data received to understand the patterns.
  • Ensure a proper stock management system by raising request orders, stock requests and tracking all the stock withdrawn from the warehouse, and starting the procurement process when needed, along with maintaining and archiving all the documentation needed as proof.
  • Manage the data entry IBVs, assign tasks to them, and raise their entitlements.
  • Generate reports (Graph Charts tables etc.) from the available data and prepare statistical analysis.
  • Undertake other responsibilities as required by the SWM Project Manager.

Experience, Knowledge & Competencies

Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

  • A degree in a subject related to information management, MIS, BIS or WaSH.
  • Knowledge of information management practices and procedures
  • 3 years of experience working in Information and Data Management
  • Preferrable Sub-experience/ knowledge in the WASH sector in Jordan in topics related to solid waste management, and sustainable development is preferable.
  • Experience in conducting research
  • Excellent Microsoft office skills especially excel.
  • Strong writing skills, and experience writing on technical topics, including in a style suitable for non-technical readers.
  • Excellent writing skills in English.
  • Strong organizational and personal management skills, with the ability to prioritize work issues to meet deadlines.
  • Well-developed interpersonal skills and ability to develop and maintain relationships and work in complex teams/groups
  • Good analytical and conceptual thinking skills, able to understand complex issues and information from different sources and present this clearly and simply
  • Ability to work creatively, effectively, and in an innovative manner and to identify and develop new ideas to further Oxfam’s WASH objectives.
  • Excellent communication skills, in written and verbal English and Arabic.
  • Previous experience in working with INGOs is preferable.
  • Willingness to work in a refugee camp setting is a must but previous experience in working in camp setting is preferable.
  • A range of interpersonal skills are used daily to perform activities such as listening, asking questions, and providing information and direction to others. — Communication occurs with employees within the immediate work area, department, outside the department, supervisors, and managers. — Most significant contacts are supervisors, executives, and departmental staff to understand the request for information.
