JOB PURPOSE:
The protection- gender officer is responsible for protection mainstreaming in all of Oxfam’s programming for Za’atari Camp and also ensuring to achieve Oxfam vision for Gender Justice in Jordan: women and girls, in all their diversity, are able to realize their life choices in all spheres and enjoy their rights freely and without fear in peaceful and equal societies.
KEY RESPONSIBILITIES
• Ensure the mainstreaming of protection in to all activities in the Za’atari WASH, Cash and Economic justice Programming, in coordination with the relevant teams.
• Prepare for and organize community consultations and community-based orientation sessions, in coordination with Oxfam team(s) and other partners.
• Join community engagement officers and advocacy team in monitoring protection issues affecting refugees in the Camp.
• Make referrals of all identified and reported cases through the established UNHCR and Oxfam pathways.
• Work closely with the Program manager and the WASH, Cash and EJ teams to support the Za’atari Camp team in strategizing, planning for and ensure appropriate integration and mainstreaming through all programme activities. This can include the creation of new activities, such as child care services.
• Explore and develop tools, methodologies and guidelines to improve information sharing on vital information and services available for refugees in Zaatari camp.
• Facilitate the dissemination of protection and communication information as necessary (leaflets, brochures, posters etc.).
• Coordinate and organize regular internal mapping of services available in the area of intervention.
• Attend Protection and SGBV working groups in Za’atari Camp.
• Coordinate and facilitate DNH analysis for all core activities in Za’atari Camp.
• Provide written feedback about protection-related incidents, issues and other aid-related community-conflicts
• In collaboration with Camp Manager, ensure program staff are fully trained on existing referral systems and relevant SOPs.
• Support protection-related advocacy researches and surveys in coordination with the Influencing team.
• Support Program Team for preparing written protection updates for Oxfam situation reports.
• Contribute in Sitreps, biweekly/monthly reports, donor reports and proposals.
• Support and coordinate with MEAL Officers and assistants for baseline survey, post-distribution and other monitoring activities.
• Submit monthly MEAL reports to track the beneficiary numbers of the project(s) activities
• Support country teams to ensure MEAL processes are engendered and include protection to ensure learning is captured
• Other duties and responsibilities required by the line manager
Gender:
Support gender mainstreaming through technical inputs, support to capacity building and follow up on gender mainstreaming plans (at objective/outcome, output and activity level):
o Hold regular meetings with WASH and Economic Justice Teams on project development, activity planning and implementation for identification and updates on gender mainstreaming needs and ways forward;
o Proactively coordinate with MEAL and programme teams for monitoring and evaluation of gender indicators and performance/results of gender mainstreaming across programme activities / outputs / outcomes; and contribute to report writing on gender mainstreaming;
o Proactively seek feedback from WASH, EJ programme and MEAL teams on their needs for (i) capacity/skill development and (ii) technical advice, for gender mainstreaming in their work;
o Proactively liaise with HR and programme management teams / maxtric management WASH, EJ and GJ teams to discuss needs for (i) capacity/skill development and (ii) technical advice, for gender mainstreaming in the work in the camp;
o Participate in regular meetings and discussions with Oxfam in Jordan’s relevant colleagues in Gender Justice, WASH, Economic Justice and Influencing for updates under respective programmes and across the programmatic and advocacy strategy of Oxfam in Jordan’s;
o Proactively coordinate with Influencing/Comms and Media team to provide inputs and advice on adequate coverage: to nsure the consistency of actions, advocacy and communications throughout Oxfam’s activitis in the camp for inclusion, equal opportunities and empowerment of women in all their diversity, youth, people with disabilities, refugees and other groups and individuals in disadvantaged positions,
o in cooperation with MEAL and Comms, identify topics for advocacy and develop case studies on gender mainstreaming.
o Proactively seek opportunities to liaise and establish synergies with other relevant gender equality and women’s empowerment initiatives in the camp, document and share information with relevant Oxfam colleagues through minutes of meetings and reports..

Experience, Knowledge & Competencies
Essentials
For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):
- University degree in a relevant discipline (law, political science, social science, psychology or any other relevant education profile), master degree preferable.
- Demonstrable experience (minimum 3 years) in working with communities in humanitarian or development contexts.
- Demonstrable experience in using participatory research and participatory assessment methodologies.
- Previous experience in using and adapting community-led approaches.
- Good understanding and knowledge in application of do no harm, conflict sensitivity principles and ICRC standards and ethics for protection work.
- Good understanding of protection and refugee issues related to conflict including human rights and refugee rights.
- Good levels of spoken and written English and fluent in Arabic.
- Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies.
- Able to collect, enter and analyse data against project indicators.
- Understanding of monitoring processes, learning, adaptation and evaluation.
- Ability to work in multi-cultural team, high level of adaptability and initiative.
- Ability and experience in training delivery.
- Strong technical understanding and leadership.
- Team work approach is essential.
- Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
