SCOPE OF WORK (SOW)

TITLE: Hydrologist and data analyst

Position Type: STTA – Short Term Technical Assistance

  1. PERIOD OF PERFORMANCE: October 15, 2022 – Jan 30, 20223
  1. BACKGROUND

The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.

  1. DETAILED RESPONSIBILITIES

The hydrologist and data analyst will work closely with the Hydrologist and Climate Change Expert and will work closely with the WGA team, MWI, JVA and the donors to help in developing the Surface Water Master Plan (SWMP), Specifically, s/he will,

  1. Analysis of climatic data for selected stations that cover all climatic zones in Jordan. Summary statistics on monthly and annual time scale will be prepared. In addition, temporal and spatial trend should be presented.
  2. Analysis of precipitation data for selected stations that cover all climatic zones in Jordan. Summary statistics on monthly and annual time scale will be prepared. In addition, temporal and spatial trend should be presented.
  3. Mapping the precipitation data on annual time scale for different periods using GIS.
  4. Prepare the necessary maps for the existing monitoring stations, dams etc.
  5. Prepare the hydrological water budget for all basins
  6. Help in developing the water balance model for all surface basins using the Soil Conservation Services method. The outcomes from this modelling exercise the water budget components will be presented as spatial maps using GIS.
  7. Help in developing the climate change scenarios if not provided by the Ministry of Environment.
  8. Support in developing needed technical write ups and presentations.
  9. Any other relevant tasks that may be needed through developing the SWMP.
  1. LEVEL OF EFFORT

The total Level of Effort contemplated for this assignment is a period of up to 25 days.

  1. LOCATION OF ASSIGNMENT

This assignment is to be conducted in Amman, Jordan with some travels to the different locations in Jordan is needed.

GIS mapping

Prepare the requested GIS maps by the hydrology and the climate change expert. The maps will include water infrastructure mapping such as major and desert dams, water harvesting sites, also preparing maps related to hydrological budget components.

  1. REPORTING

The position holder will directly report to the Deputy Chief of Party – Technical, or his designee.

  1. Key Qualifications
  1. Bachelor’s Degree in hydrology or water resources engineering. Graduated degree is preferred.
  2. Experience on hydrological modeling and analysis of hydrological and climatic data
  3. Experience on climate change scenarios development
  4. Excellent experiences on using GIS and Excels
  5. Excellent communications skills and English technical writing
