ABOUT GLOBAL LOGISTICS CLUSTER

The Global Logistics Cluster (GLC) is part of the humanitarian architecture of the Inter Agency Standing Committee (IASC), together with other 10 global clusters. It is led by WFP and it is about enhancing cooperation and partnerships in the Logistics sector. The GLC works directly with its partners and stakeholders to coordinate the Logistics response during a humanitarian crisis. Its partners and stakeholders include international NGOs, the Red Cross and Red Crescent Movement, other UN organizations, Governments, academia and Donors. The GLC was formally endorsed by the Inter Agency Standing Committee (IASC) on the 15 December 2010.

The Global Logistics Cluster Support Team (GLCST) contributes to the implementation of the IASC Reference Module for Cluster Coordination at country level in line with the WFP Executive Director Directive on "WFP Leadership in IASC Clusters". The Cluster approach is about enhancing cooperation and partnerships in the logistics sector.

The Logistics Cluster Training Programme aims to enhance the capacity of deployed staff and of the wider humanitarian community, in order to increase the efficiency of humanitarian logistics operations. BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. Due to its expertise in the field of humanitarian logistics, WFP was chosen to be the lead agency for the Logistics Cluster and maintains a Global Logistics Cluster (GLC) support unit hosted by the Supply Division in WFP Headquarters in Rome.

Comprised of a diverse, multi-skilled group of logisticians, the Logistics Cluster is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLCSC is also tasked with: advocacy on behalf of the cluster approach, training, preparedness, and the development of new tools and resources to benefit emergency humanitarian response operations.

Position Summary

Training of humanitarian actors and Logistics Cluster staff is seen as key for the successful delivery of logistics cluster services and is an essential part of capacity building and preparedness. The training officer will report to the Global Training Coordinator of the GLC and will form part of the GLC training team. The officer will contribute to the ongoing support, enhancement and development of logistics cluster training activities to include: new and existing courses, online learning and onsite training facilitation. In addition, they will act as the focal point for providing expertise on training methodology and on training evaluation and monitoring processes.

Telecommute agreement is available to this position in line with WFP Staff Rules and terms of conditions

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Actively contribute to the development of training materials in the framework of the Logistics Cluster Training Programme, such as simulation exercises, presentations and handbooks.
  2. Revise a training methodology, didactics and learning methods for the Logistics Cluster Training Programme
  3. Support the development of new training courses
  4. Actively contribute to the development of simulation exercises for national and regional capacity building and advise on best practices (simulation based capacity building/preparedness projects)
  5. Prepare the delivery of Logistics Cluster Trainings
  6. Facilitate Logistics Cluster Trainings on a global, regional and national level.
  7. Act as alternate co-lead for the Logistics Cluster Training Programme, when required
  8. Support the implementation of Logistics Cluster trainings
  9. Participate in the development of plans, budgets and policies of training activities
  10. Continuously improve guidelines, processes and procedures on preparing, planning, implementing and reporting on training activities
  11. Facilitate Logistics Cluster partners training sessions on the Logistics Cluster mandate
  12. Analyse, advise and propose, if applicable, the inclusion of new training methods and platforms
  13. Coordinate and liaise closely with other training officers and other roles within the Logistics Cluster, both at headquarter and field level (wherever necessary)
  14. Liaise professionally and work collaboratively with WFP internal functions, external consultants and logistics cluster participants
  15. Provide regular reporting and feedback to the GLC Global Training Coordinator
  16. Create reporting standards and templates and provide regular updates for external and internal communication purposes
  17. Support the development of a fundraising strategy for the training programme of the Logistics Cluster
  18. Represent the work of the Global Logistics Cluster where appropriate and foster effective relationships with key stakeholders
  19. Maintain the Logistics Cluster Learning Channel on the Learning Management System
  20. The consultant will also be required to perform other duties and tasks as and when required within the Global Logistics Cluster Support Team

Education:

University degree in Logistics, Adult learning, Education, Communications, Information Management, Social Sciences or comparable

Experience:

Minimum 3 years of experience in disaster management, humanitarian aid, training or in a comparable field

Experience in development, implementation and facilitation of adult learning programmes/trainings

Experience in simulation-based learning methods

Understanding of and experience in the field of Emergency Preparedness is considered a plus.

Knowledge and Skills:

Ability to meet deadlines and work under pressure, together with flexibility to respond to peaks in activity;

Willingness to travel (extensively) to any region and country worldwide, with extensive working hours at times (including weekends).

Ability to work successfully and creatively both independently and as part of a team;

Exceptional verbal and written communication skills;

Strong presentation and facilitation skills;

Well-developed computer skills using MS Office package (PowerPoint, Word, Excel) to be self-sufficient at producing reports and presentations.

Experience in training, including knowledge of adult learning theories and methods;

Experience in designing, monitoring and coordinating trainings including programme planning, development and review;

Knowledge of developing e-trainings using e-learning programs.

Experience working within the humanitarian emergency or development sector, or other relevant international experience.

Understanding of the work of UN agencies and the practical considerations of field deployments;

Willingness to deploy to emergencies and conflict areas; living in harsh conditions

Proactive approach with the ability to give and receive open feedback.

Languages:

Fluency (level C) in English language. Knowledge of Spanish, French or Arabic a strong asset.
