OGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Programme Associate for Resilience and Livelihoods will be responsible for providing effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Act as a focal point for Vocational Skill Training programme. Support all the AOs/SOs related to VST activities, including project assessment, proposal development, FLA process and approval.
  • In consultation with the Resileince Manager, review all the submitted VST Project Proposals and budgets
  • Prepare Field Level Agreements (FLAs) and or amendments for RFS projects including FFA, CSS and VST when needed.
  • Execution and regular monitoring of Vocation Skills Training (VST) Projects to provide field offices with the required technical support during the project implementation period.
  • Revised existing VST operation manual and align it with CSP.
  • Liaise with field offices, collect and compile countrywide Reslience and Food System( RFS) realted information for reporting to relevant units in the country office. Draft inputs for Weekly newsletter, monthly Country Brief and and any other ad hoc report.
  • Working with field level RFS managers on refining current VST project design and implementation in-line with RFS outcome objectives under the CSP.
  • Support the SO2 Manager in the development of progress reports and presentations to donors and prepare activity related inputs for other corporate monthly, quarterly or annual reports.
  • Attend coordinaiton meetings related to RFS activities with WFP partners and government lined ministries when needed.
  • Support the Resilience Outcome Manager in developing and strengthening of the capacity of the relevant CPs’ staff, government staff, WFP field staff, and PAT monitors in the area of vocational skills and livelihood training through conducting training needs assessment followed by relevant trainings

STANDARD MINIMUM QUALIFICATIONS

Education:

First university degree (Bachelor's or equivalent) in industrial engineering, economic, agriculture or food security.

Experience:

  • At least 3 years experiences in vocational skill training, livelihoods, Resilience building, agriculture in both public and private sector.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Knowledge of WFP programmes and policies, nutrition and food security and food systems.
  • Strong written and oral communication
  • Experience working in a United Nations agency, and preferably with WFP.
  • Experience of working in livelihood and resilience programmes
  • Computer skills in Word processing, Excel, PowerPoint, typing English/Pashto/Dari

Language:

Fluency (level C) in English language, plus Pashto and/or Dari, preferably both.
