Advice to the Director at the Crisis Response Centre – SG.CRC

WE ARE

The European External Action Service (EEAS), which supports the work of the High Representative in defining and implementing an effective and coherent foreign policy of the European Union. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council.

It also supports the High Representative in his capacity of Vice President of the Commission. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

In line with the objectives laid out in the EU Strategic Compass, the EEAS Crisis Response Centre (SG.CRC) is a permanent crisis response capability and the single entry point on all crisis related issues in the EEAS, bringing together diplomatic, security and intelligence capabilities, and ensuring a close interaction between Delegations, Missions and Operations on the ground when facing a consular or security crisis. The Crisis Response Centre brings together the EEAS consular, field security and situation room capabilities on a permanent basis, while working based on a flexible concept and drawing on all relevant capabilities in the EEAS in case of crises. The CRC reports directly to the Secretary General of the EEAS to ensure a short and agile chain of command.

WE PROPOSE

The position of Policy Officer – Advice to the Director at the Crisis Response Centre: Administrator – AD9.

The selected candidate will contribute to the development and delivery of timely, solid and accountable EU responses to crises in countries outside the EU. In particular, dealing with prevention, preparedness and response to crises as well as with the follow-up in co-ordination with EU Member States and international actors.
The Policy Officer – Advice to the Director will assist the Crisis Response Director in:

RESPONSE COORDINATION

  • To serve as the primary point of contact within the EEAS on crisis response, coordinate the internal reaction and ensure proper coordination and follow-up with EU Member States and like-minded organizations;
  • To establish priorities of the crisis response for the management decision making process;
  • To provide advice on crisis response to the Cabinet, EEAS Senior Management, including Managing Directors and Commission’s services following eruption of crisis or critical incidents involving EEAS assets;
  • To coordinate all briefing papers, related materials and reporting concerning crisis
  • for EEAS senior management.

POLICY COORDINATION

  • To follow closely the emergence of new crises or developments in order to identify
  • proactively the scope for new or additional EU crisis response interventions;
  • To contribute to the shaping of the overall EU policy in a given crisis, in close
  • cooperation with all relevant services and Delegations, through proactive
  • participation in related meetings, and contribution to related briefings and other
  • documents;
  • To contribute to defining strategic priorities for EU crisis response actions, in close
  • cooperation with geographic services, Commission’s services and Delegations, and,
  • where relevant and appropriate, with outside organisations;
  • To contribute to the shaping of the overall EU policy on crisis preparedness in close
  • cooperation with EEAS/Commission thematic and geographic services, CSDP
  • missions and operations, Delegations, Member States, like-minded countries and
  • relevant international organisations such as UN agencies.

CRISIS MANAGEMENT

  • To contribute to the identification of timely, solid, and accountable crisis response programmes by identifying the issues to be addressed and designing the proposed actions;
  • To periodically review the need for additional measures and advise on any relevant amendments or extensions;
  • To aid the EEAS to fulfil its 'Duty of Care' policy;
  • To participate in strategic mission planning, such as Fact Finding Missions, Technical Verification Missions;
  • To participate in EEAS run "table-top" crisis-management exercises (as appropriate).

EDUCATION and TRAINING

  • To participate in the development and implementation of training programmes on crisis management and response mechanism, in coordination with the HR Training Division.

LEGAL BASIS

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS)(1), in accordance with EEAS Decision ADMIN(2015) 20 on the engagement and use of temporary agents.

The successful candidate will be offered a contract as Temporary Agent under Article 2(b) of the Conditions of Employment of Other Servants (CEOS) at the grade of AD09 for a 4-year duration, renewable for another 2 years.

ELEGIBILITY CRITERIA

Candidates must meet ALL of the following general and specific conditions on the closing date for online applications:

  • Be a national of one of the EU Member States and enjoy full rights as a citizen;
  • Meet any obligations imposed on him or her by the laws concerning military service;
  • Provide the appropriate character references as to his suitability for the performance of his duties;
  • Have the capacity to work in languages of the CFSP (English and French, in writing and orally). Both languages are required in the performance of the duties. The command of one language must be at minimum C1 level (Language 1 — thorough knowledge) and the command of the other one must be at minimum B2 level (Language 2 — satisfactory knowledge).
  • possess a level of education
    • a. which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR
    • b. which corresponds to completed university studies attested by a diploma and relevant professional experience of at least one year when the normal period of university education is at least three years.
  • have gained at least 10 years' full time professional experience. This experience must have been gained after obtaining the four-year diploma or after obtaining the three-year diploma and the one year relevant professional experience;

SELECTION CRITERIA

Candidates should:

  • have an excellent ability to maintain diplomatic relations and to ensure representation, communication in a complex, multicultural environment;
  • have an excellent capacity to create constructive working relations with national authorities, international organisations and EU Member States;
  • have strong drafting, communication and analytical skills combined with sound judgement;
  • have 10+ years in crisis management including threat and risk analysis;
  • professional experience in international security, military or law enforcement, or other institutional safety and security;
  • At least 5 years demonstrated ability to lead a team, manage work priorities and projects, and maintain effective working relationships with internal and external organizations.

Furthermore:

  • experience of working in an Embassy, a Delegation (or equivalent in an international organisation);
  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience of negotiations;
  • military/police experience;
  • knowledge of the EU Institutions and crisis management policies.

SPECIFIC CONDITIONS OF EMPLOYMENT

The successful candidate will be required to undergo security vetting if she or he does not already hold EU SECRET level security clearance, in accordance with the relevant security provisions.

2. Pre-selection

The selection panel will make a pre-selection on the basis of the qualifications and the professional experience described in the CV and motivation letter.

3. Selection

The candidates who have passed the pre-selection step will be invited for an interview so that the selection panel can evaluate these candidates objectively and without prejudice
based on their qualifications, professional experience and linguistic skills. Additional specific written or oral tests might be organised by the panel.

APPOINTMENT:

The selected candidate will be recruited as temporary agents under Article 2(b) of the Conditions of Employment of Other Servants (CEOS), in accordance with EEAS Decision ADMIN(2015) 20 on the engagement and use of temporary agents.

The selected candidate will be required to undergo a medical fitness examination in accordance with Article 13 of the CEOS.

Candidates shall have a valid Personnel Security Clearance (PSC) allowing them to access information classified at the level “SECRET UE/EU SECRET” or will be required to undergo the corresponding security vetting in accordance with the EEAS security rules (3). In case the successful candidate does not obtain his or her PSC, his or her engagement will be terminated.

In case of positive results on the medical fitness examination and after assessment of the PSC conditions, the candidate will be offered a contract as Temporary Agent, Grade AD09 (4) for a duration 4 years renewable only once for another 2 years.

All member of the temporary staff shall serve initially a nine-month probationary period in accordance with Article 14 CEOS.
