Shelter Project Coordinator (National Position)

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The Shelter Project Coordinator will lead NRC’s field office's delegated portfolio of Shelter – Construction or related projects. They will be responsible for managing the Shelter project portfolio and staffing, which in this area are delivered through remotely managed NRC staff. In particular, they will lead the implementation of an integrated Shelter/WASH/ICLA Dignified shelter project, including the construction of Transitional Shelters (T-Shelters), Site Planning and Infrastructure

eneric responsibilities
-Line management of CC project field staff
-Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
-Contribute to CC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
-Manage and implement delegated portfolio of CC (Dignified Shelter) projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
-Provide regular progress reports to PM (APM and CCS if no PM)
-Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
-Promote and share ideas for improvement and necessary changes in the activities
-Ensure capacity building of project staff and transfer key skills
-Liaise and collaborate with relevant local authorities and other key stakeholders
-Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
-Project Cycle Management (PCM): Responsible for successfully implementing all Shelter – Construction projects delivered through direct or partner-led modalities throughout the project cycle.

-Project Implementation: Supervise and guide Shelter staff and contractors throughout the planning and implementation of Shelter responses and project activities.

-Technical Quality: Responsible for ensuring implementation of high-quality Shelter projects by NRC/partners, in accordance with the agreed NRC Syria Response Office Country and Shelter Strategies, tools and guidelines.

-Programme Development: Responsible for supporting high-quality Area Office-level input into the Syria Response Office (country-level) Shelter programme development.

-Team Management and Capacity Building: As delegated by the line manager, responsible for supporting the successful management of NRC Shelter staff and building their capacity in relevant competencies.

-Safe Programming: Responsible for supporting protection mainstreaming in all Shelter –Construction or related activities throughout the project cycle. T
-Reporting: Responsible for accurate and high-quality contributions of NRC/partner Shelter Area-level achievements through all relevant reporting mechanisms.

-Coordination and Representation: As delegated by the line manager, responsible for representing NRC Shelter CC in Area-level coordination mechanisms, UN cluster meetings, formal and informal forums and bilateral (peer) coordination.

Generic professional competencies for this position:

-Minimum of (3) years of experience in a project implementation position in a humanitarian/recovery context
-Previous experience from working in complex and volatile contexts
-Documented results related to the position’s responsibilities
-Knowledge about own leadership skills/profile
-Fluency in English, both written and verbal
Context/Specific skills, knowledge and experience:
-Minimum of (2) years of working experience in the Shelter sector
-Bachelor's Degree or above, preferably in civil, structural engineering, architecture, or similar
-Previous relevant experience in project coordination, management and team management
-Technical construction expertise in implementing and managing construction or rehabilitation projects
-Excellent communication and representation skills
-Proficient in ProjeCAD, AutoCAD or any similar Applications for drawing
-Knowledge of the context in Syria
-Ability to work independently and effectively in a result-oriented and multi-tasking environment
-Negotiation and conflict resolution skills
-High integrity and confidentiality
-Experience in GIS mapping is an advantage
