Summary:
The Country Human Resource / Admin Manager will lead and direct the routine functions of the Human Resources (HR) and Admin department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices
Working Relations:
Internal Relations:
– Country Director
– Area Coordinator(s)
– Finance, Logistics, Transparency and Security departments
– Area HR / Admin officers / assistants
External Relations:
– Government Departments such as line ministers, MOL, MoI.
– Jordan INGO Forum (HR / Liaison Working Group) , and ACTED Legal Firm
Administration Management
– Ensure compliance of ACTED to all legal requirements in country including mission registration, professional license, work permits for international staff, social security and taxes
– Prepare all relevant external administrative and legal documentation
– Litigation follow up in collaboration with the legal firm hired by ACTED
– Selection of legal firm by ACTED on a regular basis
– Management of ACTED Office premises
– Update and submission of HR Internal Regulations to MOL
– Preparation of internal memos and documents to ensure compliance with ACTED internal regulations as related to HR and Admin
– Support, in coordination with the coordination and liaison with relevant line ministries and government departments and the Jordanian Government in order to obtain MOUs, project approvals
– Provide timely updates to the Country Director, and other relevant project, support and coordination staff of any key announcement and changes related to the legal environment or other government policies
Human Resources Management
– Line management and supervision of capital level HR and Admin staff and technical support and line management at area level .
– Ensure implementation of relevant national and international staff policies and their implementation by the HR teams for both national and international staff, including:
– provision of training for new staff,
– managing recruitments,
– inductions,
– benefits,
– probation evaluations,
– performance reviews (bi-annual appraisal process),
– annual leave and public holiday management,
– disciplinary actions.
– Developing job descriptions,
– Supervising the accuracy of the vacancy announcements,
– Coordinating interviews for all senior staff hiring.
– Conducting references checks, through ACTED official channel and HR INGOs community.
– Formulating offer letters, and employment contracts along with the HR Officers/Assistants;
– Maintain the integrity of the staff personnel files by storing them in a confidential manner and ensuring that all documentation is available and up-to-date;
– Ensure all staff (national and international) have comprehensive TORs .
– Organizational development.
– Verify that all information recorded for staff attendance is accurate before sending the TITANICs / HOMERE to the Finance team for salary payments;
– Ensure dissemination and implementation of the ACTED Code of Conduct for all national and international staff
– Ensure the organization of internal and external capacity building for national and external staff through the review of staff performance, development of training needs assessments and liaison with external training providers
– Perform all other human resources and administrative tasks deemed necessary for the smooth running of the human resources office with the direction of Country Director
– Attend all Coordination and FLAT meetings .
– Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
– Conduct HR related investigations in coordination with the Country Director and / or ACTED HQ
– Any other task assigned by Country Director.
