Cash Officer
Job Function/ Description:
In close coordination with the project coordinator, The Cash officer will be responsible for executing and reporting all cash activities under the project to support the project's overall cash needs effectively. He/she will work closely with management, and support staff (including finance, procurement, administration, and programs), to ensure that the goals of the cash component of the project are achieved in a well-organized & efficient way according to Blumont regulation & policies.
Primary responsibilities include, but are not limited to the following:
- Coordinate closely with the project field staff regarding the beneficiaries’ attendance and lead the preparation of their payroll and ensure that all supporting documents are in place in close coordination with the field staff.
- Take the lead in consolidating the beneficiaries’ salary payments & maintain a Database for the cash activities to keep track of the payments.
- Follow up with the CCF regarding the card issuance, salaries transfer, address, and provide a feasible solution to any technical issue raised by the project beneficiaries
- Represent Blumont in the cash sector at the field level
- Following the monitoring tools for cash modalities and ensure the monitoring reports are produced on time for management review
- Conduct field visits prior to any planned distribution of cash programming instruments (Vouchers, pre-paid cards, ATM… etc)
- Act as the project focal point for cash advances, petty cash by ensuring that all of the required supporting documents are provided and follow up with the project staff to develop a proper expenditure plan.
- Work closely with the finance department to ensure that all of the project financial documents are compiled and organized and follow up regarding the local partner & supplier payments.
- Manage the circulation & distribution of cash in addition to Maintain beneficiaries’ database
- Any other duties as agreed with the supervisor
Required Skills & Experience:
- B.A Degree in finance / accounting / Business administration.
- At least 3 years of full-time experience and Maximum 6 years, in implementing C4W project.
- Time allocation: 20% field, 80% office.
- Experience in Commodity Management.
- Set priorities and undertake new tasks quickly.
- Communicate effectively with a wide range of audiences.
- Prepare written reports requiring reasoning and precision of expression.
- Explain complex formal documents and systems and assist others to apply them.
- Demonstrated mathematical ability.
- Computer literate mainly with MSOffice software package.
- Ability to transmit information correctly with accountability and maintain confidentiality.
- Work under pressure.
