The Hashemite Kingdom of Jordan is leader in the region for the rights of its children. Working closely with the Government of Jordan, civil society, the private sector and communities, UNICEF Jordan Country Office aims to sustain results achieved for children to date, and strive to further improve policies, national institutions and programmes, for the well-being of every child in Jordan, in line with Jordan's Vision 2025 and the National Human Resources Development Strategy (2016-2025) towards achieving the Sustainable Development Goals. Our programmes focus on improving the lives of the most vulnerable and disadvantaged children in the Kingdom, irrespective of their nationality, gender, religion or background. How can you make a difference?

The Humanitarian Affairs Officer reports to the Humanitarian Affairs Manager . The efficiency and efficacy of support provided by the Humanitarian Affairs Officer to programme preparation, planning and implementation, contributes to the achievement of sustainable results to improve outcomes and universal access to quality, equitable and inclusive humanitarian assistance. Specific responsibilities are highlighted below:

Humanitarian planning, coordination and technical assistance

    1. In line with the CCCs and in coordination with all relevant section, supports the implementation of humanitarian projects. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress.
    2. Assist the Humanitarian Affairs Manager in the overall management and coordination in the development, monitoring and reporting of Humanitarian Action for Children plan. Keep the Humanitarian Affairs Manager and other senior colleagues informed of programme status and progress. Draft programme/project process reports or briefing notes in support of UNICEF Jordan senior management’s engagement with HQ, RO, donors and humanitarian partners.
    3. Assists in the preparation of sectoral input for the country programme documents, plan of action, annual work plans, and other related documents. Provides technical input in the preparation of the Situation Analysis and the Country Programme document, as required.
    4. Brings a focus on cross sectoral outcomes for humanitarian programmes and contributes to the integration of gender, disability, climate and resilience approaches into humanitarian programmes
    5. Collects and analyses lessons learnt from UNICEF Jordan’s humanitarian operations experience and contributes towards adoption of the best practices and standards for longer-term humanitarian interventions. Assists in identifying longer-term requirements of the humanitarian intervention/operations.
    6. Contribute to strengthen necessary knowledge, skills, and competencies to enable JCO and their implementing partners to deliver at scale and reach the most vulnerable.

Emergency preparedness and response

  1. Provides assistance in risk analysis to identify emergency-prone conditions/situations and contribute to early warning and timely emergency preparedness. Identifies formal and informal sources of information. Collects, interprets and analyses all available data on the evolving emergency situation and its implications to the emergency operation
  2. Assists in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of contingency plans. Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures.
  3. In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information to verify the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media.
  4. Assists Humanitarian Affairs Manager with assessment of emergency situations: conducts field assessment to evaluate magnitude of the crisis and its implications for children, mothers and the community. Provides input in and contributes toward determining priorities and an appropriate intervention by UNICEF.
  5. Participates in implementing the emergency preparedness and response plan as necessary. Assists in identifying urgent staffing requirements and redeploying country office staff. Follows up with the timely delivery of assistance and procurement of supplies and monitors the appropriate and effective use of UNICEF resources. Identifies problems and constraints in project delivery. Sends daily situation reports to concerned parties.

External coordination, communication and advocacy

  1. Under the Humanitarian Affairs Manager guidance and oversight, interact with government, other UN agencies, NGOs, red-crescent movement, and other partners and allies to contribute to inter-agency programmes and approaches. This include camp level coordination (Camp Management Coordination meetings and any other relevant coordination platform) as well as Amman level coordination (3RP meetings and national working groups as appropriate).
  2. Contribute to strengthening humanitarian advocacy for greater humanitarian access and the timely and quality provision of assistance and protection for children and communities. Build CO’s capacities to implement the new Access guidelines and develop Access Strategies in line with the Emergency Procedures requirements
  3. Under the partnership team leadership and supervisor’s oversight, consult, co-ordinate and liaise with international, multi- and bi-lateral donors to raise funds for humanitarian related programmes for UNICEF Jordan.
  4. Communicates and advocates on the situation and needs of children through local and international media, as appropriate.
  5. Supports the organization of high level visits of UNICEF Jordan’s humanitarian programmes

To qualify as an advocate for every child you will have…

  • Education: University degree in one or more of the following areas: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
  • Experience: A minimum of 2 years’ experience in an humanitarian related field, Demonstrated skills and experience in programme planning, implementation and monitoring. Demonstrated experience in effective management of staff, partnerships and contracts Experience of working with government and NGO partners at the local level. Experience working in the UN or other international development organization an asset.
  • Language: Fluency in written and oral English and Arabic is required.
