Context:
Under the direct supervision of the Regional Director for Middle East and North Africa and the technical oversight of the Director, Department of Operations and Emergencies (DOE) at Headquarters (HQs) and in close collaboration with the Country Offices (COs), the Regional Emergency and Post-Crisis (EPC) Specialist will be responsible for providing technical support for the development and implementation of IOM’s emergency and post-crisis activities and services in the Middle East and North Africa (MENA) region. This will entail the provision of strong leadership in needs assessment and strategic planning functions in support of emergency and crisis preparedness, mitigation and response in natural disaster and conflict settings.
In close collaboration with IOM Regional and Country Offices, the Regional Emergency and Post-Crisis (EPC) Specialist will be responsible for providing technical support to all aspects of the regional migration crisis management and transition/recovery programming, including the achievement of expected results as a contribution to the areas identified by the IOM Global Strategy (Points 9 and 10), guided by the IOM Migration Crisis Operational Framework (MCOF) and relevant IOM humanitarian policies, and DOE strategic plan for migration crisis management and transition/recovery.
Core Functions / Responsibilities:
– Oversee EPC-related activities within the area of responsibility; ensure coherent and coordinated responses which are in alignment with overall strategy and policies of the Organization, the DOE Department and the area of responsibility.
– Provide coordination and technical input for the assessment, design and development of IOM migration crisis management and transition/recovery initiatives at the national and regional levels within the MENA region, in line with IOM agreements, policies and standards.
– Coordinate closely with Regional EPC Officer and officers within the regional office and on the country level as well as with HQs. Design work share scenarios with other regional EPC Officers to ensure overall region is covered regardless of work or personal leave.
– In collaboration with the Inter-Agency Standing Committee (IASC) partners and other stakeholders, support the national capacity and programme development in key thematic areas including, amongst others, disaster risk reduction; relief and mitigation assistance in the context of migration crisis; peace building and durable solutions for displacement including resolution of land and property issues; civil-military coordination; and climate change migration and displacement.
– In case of new emergencies, provide technical support through inter-agency collaboration for needs assessment and strategic planning and programming of response and recovery interventions. This includes defining priority responses for camp coordination and camp management (or otherwise defined temporary settlement areas for/of affected population), land, shelter, protection, health, logistic services, and early recovery and transition assistance.
– Support IOM COs in the area of responsibility with the formulation of national technical assistance programmes in line with the Migration Crisis Operational Framework (MCOF).
– Provide technical support to ongoing IOM Country Office migration crisis management and transition/recovery projects.
– Provide input on contingency planning processes regarding potential humanitarian emergencies ensuring IOM presence and highlighting core migration crisis management and transition/recovery issues as well as IOM response capabilities in the country and/or region.
– Identify relevant emerging issues and participate actively in the preparation of annual DOE regional activity plans relating to migration crisis management and transition/recovery in the region including the provision of emergency and post-crisis training to IOM staff and cluster partners. Contribute to regional strategic planning exercises.
– Provide inputs from the region for the development of a roster of personnel for migration crisis management and transition/recovery purposes.
– Provide project endorsement on behalf of and in coordination with DOE on relevant projects for the region.
Knowledge Management
– Review lessons learned from previous migration crises and transition/recovery programs in the region and prepare ground for developing appropriate regional initiatives focusing on relevant thematic areas.
– Maintain any regional DOE knowledge network on themes and issues that have been identified for the MENA region. In collaboration with DOE Geneva, ensure that the knowledge network in the region is fully integrated into the global DOE electronic knowledge network.
– Ensure organization of and participate in periodic knowledge networking e-discussions of IOM national focal points, project managers and national and regional partners; exchange experiences and lessons on migration crises and transition recovery management.
– Engage private sector in line with IOM private sector strategy and provide support to country offices engaging or seeking to engage private sector within DOE portfolio.
– Provide relevant substantive inputs to knowledge networking, including responding to Country Office requests for information on best practices and offering referrals to experts and expert institutions.
– Contribute to IOM knowledge management at the regional level, in coordination with the Regional Liaison and Policy Officer (RLPO).
Advocacy and Resource Mobilization
– Undertake working-level negotiations with counterparts in bilateral and multilateral agencies located in the region, in coordination with the RLPO and RTSs, to contribute to the preparation of appeals in coordination with Office for the Coordination of Humanitarian Affairs (OCHA) regional advisors, ensuring that IOM’s migration crisis and transition/recovery needs are adequately reflected.
