JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
UNIT/DIVISION:
The Programme Associate CBT will work within the Field Office’s (FO) Programme unit. They will work in close collaboration with other FO units involved in the implementation of WFP’s cash-based transfer programs, with CBT focal points in WFP’s Country Office as well as with cooperating partners and other external partners. Under the guidance of HoFO and HoP, the job holder will lead the CBT programme implementation in coordination with programme team, and other units involved at FO and CO level, and with Cooperating partners, and service providers or external partners. The job holder is expected to coordinate and coach support staff and WFP’s cooperating partners.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To provide effective specialized support and technical analysis to Policy and Programme Activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Coordinate the FO cross-functional CBT team consisting of Programme CBT, Retail/Supply Chain CBT, ICT and finance to ensure that the CBT delivery setup matches the requirements and scale-up targets of WFP programmes and that CBT project activities are implemented smoothly and in line with the Country Office’s strategy and SOPs as well as corporate policies and directives.
- Liaise and coordinate with other internal counterparts (in particular activity focal points, VAM, M&E/AAP coordinator as well as relevant Country Office Programme CBT unit) to support effective collaboration, implementation, reconciliation and monitoring of CBT project activities to meet the targets of the different programmes.
- On a continuous basis, ensure integrity of beneficiary data collected by the CPs and perform data cleansing as required before inclusion in CBT programmes. Manage enrollments for the different programmes on a monthly basis and organize issuance and distribution of payment instruments to beneficiaries as required.
- Oversee the work of Cooperating Partners (CPs) related to the delivery of CBTs and provide technical support and guidance to CPs on CBT implementation and documentation, through remote support and regular field visits.
- Support the capacity building of WFP staff and Cooperating Partners on quality implementation of CBT project activities.
- Act as a point of contact for resolution of operational queries and problems related to CBT project implementation.
- Identify lessons learned and best practices from the field and contribute to Country Office led efforts regarding analysis, learning and strategy around CBTs, including regarding the impact and effectiveness of cash-based programmes for beneficiaries and the market.
- Actively participate in and/or lead coordination efforts around the use of CBTs as a modality by different humanitarian actors at hub level to increase harmonization and avoid overlaps and explore opportunities for collaboration with other humanitarian actors.
- Provide relevant inputs for reports and analysis around the implementation of CBTs (incl. situation reports and donor briefings and reports) and contribute to advocacy efforts to various stakeholders.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of a crisis.
- Attend cash working group meetings where is appropriate
- Perform other related duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: At least six years of progressively responsible experience in development projects or emergency assistance in the related field.
Knowledge & Skills: Sound knowledge of the project cycle and experience in humanitarian programmes. Previous experience with the implementation of cash-based programmes is an advantage.
Languages: Fluency in both oral and written communication in English and Arabic.
