Scope of Work

  1. Background

The purpose of the USAID/Jordan ERA TO1 is to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, this activity will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.

  1. Position Description

The Monitoring, Evaluation, and Learning (MEL) Director will measure progress towards intermediary results and the overall project goal, S/he will ensure that lessons learned are integrated into the design and implementation of new interventions for continual improvement to maximize and amplify project impact. Reporting directly to the chief of party (COP), the MEL director will oversee a team of MEL Coordinators to ensure objective and independent monitoring, evaluation, and reporting – to the extent possible – of all ERA TO1 activities and interventions.

  1. Key Duties/Responsibilities
  • Overall responsibility for life of project M&E of the ERA TO1 activity; also supports, advises, and provides guidance for activity level M&E.
  • Leads the design and implementation of the program-level MEL plan, including the strategy for collecting, evaluating, and validating data to measure overall progress towards project intermediate results and goals. The MEL plan will be developed in coordination with USAID, ensuring that it meets the needs of the program in terms of learning, analysis, and reporting.
  • Refines performance indicators and establishes baselines and targets for output, outcome, and impact level monitoring, as well as benchmarks for performance over the life of the ERA TO1 activity.
  • Leads information management, and directs the process of identifying, analyzing, and synthesizing lessons learned. Works closely with the chief of party, chief technical advisor, and component team leaders to incorporate lessons into new activity development and implementation.
  • In consultation with USAID, leads the development of internal and external impact evaluations and evaluation questions that are salient to the implementation, adaptation, or review of the ERA TO1 activity in line with the USAID Evaluation Policy.
  • Uses DevResults to report on progress against performance indicators
  • Works with component team leaders to design data collection tools for baseline assessments of municipal capacity, preferably using political economy analysis methodology.
  • Routine project related tasks including attendance of staff meetings, submission of required reports, and success stories.
  • Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of ERA to implement as one team including but not limited to GESI, MEL, Communications, and all component team leads.
  • Contribute to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders,
  • Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USAID and other partners
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values.
  • Other tasks, as assigned.
  1. Reporting

This long-term assignment will take place in Amman, Jordan. The MEL Director will report to the Chief of Party, or his/her delegee.

  1. Skills and Qualifications
  • University degree in the social sciences or related field; master’s degree preferred.
  • At least 10 years of experience designing and utilizing tools for data collection, monitoring, evaluation, and reporting of donor-funded projects.
  • Experience with results frameworks, indicators, and targets, preferably for USAID projects.
  • Prior experience designing and implementing baseline assessments and impact evaluations.
  • Experience implementing systematic, intentional, and resourced approaches to strategic collaboration, continuous learning, and adaptive management.
  • Knowledge of Jordanian municipalities, and local issues related to decentralization and municipal governance.
  • Proven analytical and problem-solving skills.
  • Experience writing business memos and business analysis strongly preferred.
  • Strong interpersonal skills and ability to work with culturally diverse staff. 
  • Excellent communication, negotiation, and writing/reporting skills.
  • Flexible team player, with the ability to also work independently.
  • Fluency in spoken and written Arabic and English required.
