Finance and Administration (F&A) Assistant
candidates for a
five-year, Makanati | USAID Women Economic Empowerment and Leadership Activity in Jordan
. The purpose of Makanati is to contribute to increasing women’s access to waged employment and leadership opportunities in Jordan by improving women’s access to the job market, addressing inequalities and prohibitive social norms and traditions, and enhancing the workforce enabling environment.
The F&A Assistant will report to the Finance and Operations Director and will be responsible for supporting the
accounting
,
finance
,
invoicing, procurement,
and
other F&A functions
as required by the contract as well as the
day-to-day management of the EnCompass project field office
located in Jordan. The Finance and Administrative Assistant reviews and
processes vendors’ payment
,
facilitates payment requests
,
review documents
, and report and provide support on monthly
financial report
. They closely work with
procurement
,
finance
, and field based program staffs. The position requires utilization of the appropriate systems and following proper accounting procedures to disburse, account for, and report usage of funds. S/he will work directly with the Finance and Operations Director to ensure full compliance in accordance with USAID rules and regulations, functioning of financial processes as well as maintaining internal controls for all activities.
This position will be full-time staff and based in Amman, Jordan.
Position Duties and Responsibilities
Essential functions:
Prepare payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are: in accordance with procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code.
Works closely with the Director of Finance and Administration, the Home Office Contracts team, and the Project Operations and Management function to manage all procurements, and ensure procurement processes are being followed and are compliant with donor expectations, rules and regulations, and EnCompass internal policies (EnCompass Procurement Policy)
Organizes and documents personnel and financial data to include: preparing documentation required to hire consultants, preparing labor agreements and consultant contracts, securing approval of COP and other required approvals
Tracks all the expenses of field activities and make sure the expenses are in the budget.
Prepare monthly cash flow based on the activities projected in the work plan
Arrange travel, including transportation, lodging, visas, and other necessary preparations for visiting staff and traveling team members.
Organize project activities as assigned (e.g., maintaining up to date participant lists, drafting communications, sending welcome letters, responding to questions, etc.)
Process staff travel advances and expense reports, consultant’s payment and other related costs.
Disperse payments for project activities, consultants’ payment and other related costs.
Process checks and bank transfers to vendors and employees
Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking and record keeping.
Provide support to the Finance and Operations Director in compiling and submission of the monthly financial reports package.
Support collection and filing for logistics (accommodations, transport, vehicles) invoices, receipts and payments.
Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Position Requirements
Qualifications
Academic Qualifications
Bachelor’s degree in accounting, finance, management, business administration or similar field
Experience and Skills
Minimum of four (4) years of experience
working on donor-funded projects in a related role and working experience in accounting and/or financial field.
Proficient in US Government procurement, human resources, and financial reporting processes and requirements highly preferred
Previous experience working in USAID-funded programs preferred
Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
Excellent knowledge of accounting systems e.g., QuickBooks
Ability to multi-task & work well with others.
Ability to listen and communicate well both verbally and in writing
Ability to work independently
Attention to detail and accuracy
Familiarity of USAID/Jordan Mission preferred
Superior skills in English, both written and verbal, required. Fluency in Arabic, required.
