The “Employment in Jordan 2030 (EJ2030)” project in Jordan is seeking an “Economic Cooperation and Private Sector Development Advisor” on full-time base employment as per the below job profile.
Qualifications and specialist knowledge
- 7 years of experience of working in the field of employment promotion or related areas, preferable in an international context
- Experience in advising ministries and subordinate authorities, e.g. MoL, Technical and Vocational Skills Development Commission (TVSDC) on strategies and legislation
- Experience in planning and conducting organizational and capacity development
- Knowledge of active labour market instruments
- Ability to interact with policy-makers and facilitate high-level meetings of experts, government officials, employers and representatives of the international community
- Fluency in writing, reading and speaking in English and Arabic, Knowledge of German language will be an advantage
- Strong communication and coordination skills
Core tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.
In addition you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In consultation with your line manager, under your role you may assume management responsibility for staff members in band 1, with due regard for P+R and GIZ’s applicable HR policies, instruments and procedures.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
Main activities
- Support Ministry of Labour (MoL) and subordinate units with analysing employment and labour market policies (strategies, regulations, labour market information, active labour market policies)
- Advise on the development of modified and / or new employment and labour market policies, in particular in the area of occupational safety and health
- Provide organisational development support to structural reorganization of MoL and subordinate units, incl. definition of functions, roles/responsibilities, tasks, SOPs and KPIs
- Facilitate needs assessment based on revised organisational structure
- Support capacity development of key staff of MoL and subordinate units, in particular the Occupational Safety and Health Directorate
- Facilitate awareness-raising among employers to improve compliance with the policies developed, especially in the area of occupational safety and health
- Support the improvement of the IT inspection system within the MoL
- Contribute to monitoring, evaluation and learning within the project
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
About the Project
The Jordanian economy is characterised by low dynamics and lack of modernisation, with unemployment approaching 20%, with young people and women particularly affected. Underemployment and poor working conditions are also widespread. Overall, there are too few high-quality jobs in sectors with growth and adequate pay, which are attractive to the Jordanian population and have been able to absorb the high number of university graduates. In addition, there are social tensions, caused by the high number of refugees from the neighbouring countries Iraq and Syria.
The project “Employment in Jordan 2030” (EJ2030) works along-side the Ministry of Labour and other national partners to create and improve sustainable employment opportunities in Jordan, while also addressing specific challenges for women’s employment. Focal areas are:
Advising the Ministry of Labour on the development of future-oriented employment and labour market policies.
Facilitating regular dialogue between the state, private sector, and civil society on employment policy in general and particularly on future work practices.
Supporting the scaling-up of successful approaches for promoting sustainable employment.
EJ2030 is currently looking for a national Advisor to support the planning and implementation of activities in output 1 of the project to strengthen the capacities of the Ministry of Labour to design future-oriented employment and labour market policies.” .
