STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in humanitarian affairs, protection, Law, or other field relevant to international emergency assistance, or First University Degree with additional years of related work experience and/or trainings/courses. |

ORGANIZATIONAL CONTEXT
Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialties and may manage a substantial team of junior professional and support staff. |
JOB PURPOSE
Under direct supervision of the Head of Operations/Head of Programme and the technical oversight of the Regional Humanitarian Advisor, the Protection and Accountability to Affected Population (AAP) Officer will be responsible for providing strategic orientations to the country office in the fields of Protection and AAP. This includes overseeing the implementation of Protection and AAP as well as Prevention of Sexual Exploitation and Abuse (PSEA) activities for WFP’s operations in Burkina Faso, as well as ensuring the management & supervision of the country office Protection and AAP existing team.
This position will also be responsible for providing operational and programmatic advice on the operational integration of the country office Protection and AAP strategy, working closely with WFP technical units including all relevant internal stakeholders such as Emergency Response, Logistics/Supply Chain, Communication, Security, etc., to mainstream Protection & AAP throughout all WFP operations in Burkina Faso.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide leadership on protection related policy issues to the Burkina Faso Country Office including on the choice of protection objectives, policies and context-based priorities.
- Define and Oversee the Implementation of the Burkina Faso CO Protection Component of the Country Strategic Plan and respective Policies on Protection and AAP.
- Develop and define strategic and operational measures to integrate the findings from the Protection analyses of issues that are impacting WFP beneficiaries and their communities and the linkages to food security and food assistance.
- Work will all relevant units and in collaboration with the different Head of Sub-Offices to develop responses that are integrated in WFP’s programming and operational activities at the country office level.
- Integrate Protection Considerations Relevant for the country office operations into WFP's tools and Processes.
- Coordinate and provide technical leadership to assessments & analysis in order to design, formulate, implement, and monitor the integration of Protection, AAP and PSEA into WFP food assessment programmes.
- Draft or review country strategies & approaches as required to ensure Protection is mainstreamed and AAP is integrated.
- Ensure Staff Training and Capacity Building; Provide WFP Protection team as well as other technical units and cooperating partners with active guidance on the integration of Protection and AAP within the context of WFP operations
- Represent WFP in the inter-agency protection fora (Protection Cluster, GBV sub-cluster, AAP WG etc.) to ensure complementarity with the overall strategy on Protection.
- Safe Delivery of assistance in collaboration with the Head of Programme, HMI, Head of Logistics and Head of Security, provide advice, guidance and follow-up on measures to ensure safe distributions. Ensure that Protection integration is consistent with WFP policies Executive Board and other operational and Protection guidance.
- Contribute to the Country Office Emergency Preparedness i.e., early warning, risk analysis and contingency planning for the integration Protection considerations and arising Protection issues and other corporate and donor reporting requirements.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- A minimum of 5 years professional experience leading the development and implementation of field protection & accountability strategic plans ideally in emergency contexts
- Experience working in the Sahel region preferred.
- Fluency in English & French required
- Experience working in complex and large-scale emergency context/operations required.
TERMS AND CONDITIONS
Type of Contract: International Consultancy Contract CST L2 (P3 equivalent)

Duty Station: WFP Office of Ouagadougou; Burkina Faso
NB: Please note that Ouagadougou is a non-family duty station, and family members of international staff will not be able to join them at the duty station. However, the Rest & Recuperation (R&R) modality has been put in place, allowing staff to benefit from 7 days off (5 days of R&R +2 days for travel) every 8 weeks of presence in the duty station.
