WFP’s Strategic Outcome 4 aims to strengthen national capacity to anticipate, mitigate, respond to and recover from shocks and to provide social protection safety nets that meet the food and nutrition needs of vulnerable populations and equip them with the knowledge, skills and health to make a living and achieve their potential.
The outcome is in line with objectives 1 and 2 of the national master plan for the prevention and mitigation of natural disasters.
The master plan for disaster risk reduction for 2017–2030, the second national strategy for basic social security (2016–2024) and the education sector plan for 2020–2029. It contributes to UNSDCF strategic priority 1 (human development).
Activity 4 of the new Country Strategic Plan for WFP in Mozambique focuses on supporting national and government actors in preparing for, responding to and recovering from natural and man-made disasters.
Through this activity WFP will offer policy advice, capacity building support, the facilitation of South–South and triangular cooperation, knowledge sharing, advocacy and evidence generation, and training and learning opportunities aimed at strengthening national and local emergency preparedness, response and recovery capacity.
Under this umbrella the Research Assessments and Mapping (RAM) unit at the WFP country office in Maputo, supports INGD, INAM and other governmental agencies to strengthen national capacity for the use of innovative technology for effective Early Warning and Emergency Preparedness and Response.
Additionally the unit is responsible to produce maps, geospatial analysis and other GIS products to other teams at the Country Office and in Field Offices.
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the VAM Team Leader, the GIS Officer will be responsible for the following tasks:
• Collaborate with GIS colleagues in the team and with external partners to build workflows to rapidly assess impact of natural disasters using drone and deep learning technology;
• Support delivery of trainings to INGD on the deployment and use of drones in emergency settings, drone imagery processing and mapping;
• Conduct an analysis to estimate the risk of coastal erosion in Nacala city and train INGD staff to enable them to replicate in other geographic areas;
• Support geospatial data gathering and standardization at WFP country office, collaborate with colleagues in other divisions to understand what information they manage can be mapped and how they can benefit from the use of GIS products;
• Support the VAM team in feeding the GeoDashboard created to monitor the cyclone season and WFP operations with additional relevant information;
• Design a workflow for flood analysis that takes into consideration data available for the country office;
• Address requests for maps received from CO and FO colleagues;
• Other as required.
STANDARD MINIMUM QUALIFICATIONS
Education: University degree in courses of Science that includes Statistics, GIS and Remote Sensing, or other relevant area.
Experience: At least Six years of professional experience in project management and coordination of technical activities with local partners, NGOs and government institutions, data analysis, GIS systems and Remote sensing.
At least One year of post graduated experience do you have in experience in data analysis, GIS systems and/or Remote Sensing.
Experience in reporting.
Experience in projects related with drone and satellite data acquisition.
Language: Fluency (level C) in both English and Portuguese Language.
KNOWLEDGE & SKILLS
• Profound knowledge of the ESRI suite;
• Knowledge of open source GIS packages for processing of drones and satellite imagery is desirable;
• Knowledge of work routines and methods in order to complete processes under minimal supervision;
• Solid organizational skills including attention to detail and multitasking skills.
