Project Overview

Bechtel and it’s consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP). The Bechtel-led consortium designed and built two rail lines forming the backbone of Riyadh’s new public transportation network but due to Covid had to slow or even stop progress in May ‘2020. The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Job Responsibilities

· Performs tasks and oversees a team involved in the formation and administration of purchase orders. Primary commodities will include materials typical to a transit system project

· Communicates with suppliers and personnel within the JV to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.

· Prepares bidder pre-qualifications, bidder lists, negotiation plans, bid solicitations, bid analysis, award recommendations and commitments, including aspects of purchase order administration.

· Provides guidance to understand and execute work in accordance with the project sourcing strategy, compliance to the Project’s Approved Vendors List, project financing considerations, and any respective tariff and quota risk.

· Accountable to ensure appropriate approval authorities are obtained prior to executing commitments.

· Coordinates with project schedule objectives to include planning and executing own work during the pre-award phase of purchase orders and post award administration of procurements.

· Responsible for assigned orders from development through closure, to include engagement with Engineering on purchase requisition development, the acquisition and delivery of purchases, and order closeout;

· Prepares and organizes assigned Procurement-sponsored meetings, such as bid clarification and post-award meetings, for ensuring complete understanding and agreement between the JV, the customer and supplier on all purchase order matters for assigned packages.

· Attends project status meetings, when requested, and reports status of area of responsibility.

· Responsible to maintain supplier relationships to ensure performance of the work.

· Understands the project’s estimate baseline for assigned packages and identifies respective Trends, as required.

· Accountable for integrity of records management for assigned work.

· Responsible to oversee supplier performance and initiate appropriate notices, including notices of backcharges/claims for assigned packages.

Job Qualifications

• Bachelor’s Degree in Business, Supply Chain, or other applicable field.

• Minimum 5-years of team leadership.

• 10-years of experience in commercial or contracts management on mega-programs/projects, with infrastructure (rail) experience preferred.

• Thorough knowledge of purchasing, expediting, and materials management.

• Extensive skill in working and informing effectively, both orally and in writing, with internal and external customers and stakeholders.

• Experience in the Middle East (MENA) and especially Saudi Arabia.

• Experience leading handover of Procurement deliverables on mega-programs/projects.
