Civil Engineering Lead

Lead the implementation of high level technical expertise in Civil/Structural engineering, requiring analytical, interpretative and constructive thinking with a significant degree of evaluative judgement, to ensure the highest level of engineering integrity and reliability, and safety and environmental compliance.
Oversees Civil/Structural engineering discipline during FEED phase and future EPC phase, in covering all aspects of civil/structural design to ensure technical objectives are met within the approved scope, budget and schedule.

Key Job Accountabilities:

Provide Civil/Structural Engineering knowledge, design, quality assurance and expertise while managing the Civil/structural team in accordance with project deliverables and execution schedule.
Direct the preparation and stewardship of Civil/Structural Engineering scope of work in FEED/EPC contract, advise and recommend design procedures, processes, deliverables and alternative studies, as required, to optimise project cost and schedule.
During FEED/EPC execution the position is responsible for verifying the design and implementation of civil/structural engineering deliverables including approvals of pipe rack and foundation calculations
Lead site surveys to validate design and Implement the MOC process for all aspects of the Project execution
Interact with Engineering Team Management to complete multi-discipline engineering activities, ensuring alignment with the Engineering Manager on project engineering needs, objectives, and requirements.
Accountable for ensuring execution of work is technically aligned and in compliance with Qatargas Operations, Policies, Standards of Business Conduct and Qatargas Project Management System (QGPMS).
Manage FEED/EPC Contractor's Civil/Structural Engineering activities including validation of personnel numbers, qualifications and experience; usage of appropriate design tools, including computer hardware and software; adherence with all project objectives, requirements, specifications, standards, procedures, execution plans and design verification processes.
Assess and validate FEED/EPC Contractor capability in providing all contract documents, progress measurement and reporting, and recommends additional technical support to address gaps.
Manage the technical attachments and scope descriptions for relevant contracts including the timely delivery of all purchase orders.
Responsible for the Civil/Structural Engineering schedule and related milestones, provide data (narrative, charts, graphs, change management recommendations and recovery plans to address any schedule delays) for monthly progress and stewardship reporting.
Accountable for sharing previous lessons learned and ensuring current lessons learned and captured and communicated to support review teams and future projects.
Develop, review and amend various policies and procedures to ensure that all Civil/Structural engineering references are up to date and relevant.
Develops safe, fit-for-purpose technical solutions that meet the intent of project requirements.
Perform as Technical Authority in the Civil/Structural discipline, demonstrating sufficient expertise to understand and communicate project critical issues.

Minimum Requirements

Bachelor’s Degree in Civil Engineering
Professional registration with accredited Regulatory Body desirable (PE, C.Eng., EUR ING, or equivalent)
8 years’ experience in projects, in civil/structural discipline including FEED, detailed design and construction phases
Experience in Onshore Oil & Gas Facilities, especially LNG plants
Previous Experience with Civil works in Qatar is preferred
Knowledge in geotechnical, foundations design, drainage, precast concrete, steel structures
