JOB PURPOSE

The Supply Chain Officer (“SCO”) Monitoring & Evaluation will support the Health Supply Chain (“HSC”) through the below requirements:

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Work under the direct supervision of the Deputy HS3, in the Health Supply Chain Team with the Humanitarian Logistics Services Units within the Supply Chain Operations– Logistics Division.

  1. Report technically to the M&E Officer in the Health Supply Chain Team and supports all tasks associated with Monitoring and Evaluation of Health Supply Chain projects.

  1. Contribute to the operationalization of the Monitoring & Evaluation strategy for Health Supply Chain projects, providing support for the implementation of Monitoring and Evaluation plans for each implementing country through collection, analysis and database management of indicators related to projects beneficiaries, outputs and outcomes.

  1. Support the development of methodologies and data collection tools for Monitoring and Evaluation activities and work in close coordination with Country Offices and Delivery Partners to support their implementation.

  1. Contribute to the development of quarterly Monitoring & Evaluation dashboards displaying indicators on beneficiaries, outputs and outcomes for Health Supply Chain projects.

  1. Support the organization of regular review meetings of outputs and outcomes indicators.

  1. Support reporting of indicators to donors according to donor requirements.

  1. Support the organization and participate to review and evaluation missions in countries where Health Supply Chain projects are implemented.

  1. Assist with the establishment of relevant sub-project benchmark data, support the definition and generation any additional data collection and any additional benchmark data required.

  1. Travel as required.

  1. Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education

First level University degree in Medicine, Pharmacy, Global Health, Health Management, International Relations, Public Policy or other relevant fields.

Preferred Experience

Minimum five years of professional experience in public health and/or related fields

Experience in Monitoring and Evaluation activities

Language

You are Fluent in oral and written English and French.

DESIRED SKILLS AND ABILITIES

Experience with Monitoring and Evaluation concepts and principles with a broad knowledge of best practices, and techniques combined with specialized knowledge in (public) health

Experience in evaluating and deploying Monitoring and Evaluation tools

DELIVERABLES AT THE END OF THE CONTRACT

  • Comprehensive and timely updates of beneficiaries lists and output and outcome indicators databases for of Health Supply Chain Projects

  • Quarterly Monitoring and Evaluation Dashboards

  • Data collection tools and instruments rolled out and adopted as regular practice at country level

  • Publication of Monthly Progress Reports

  • Timely quantitative and qualitative inputs into periodic donor reports for all Health Supply Chain projects

  • Demonstrated abilities to work with a wide range of partners / stakeholders

DESIRED SKILLS AND ABILITIES

  • Experience with Monitoring and Evaluation concepts and principles with a broad knowledge of best practices, techniques combined with specialized knowledge in (public) health

  • Experience in evaluating and deploying Monitoring and Evaluation tools

  • Understanding of statistical analysis and interpretation

  • Ability to produce concise indicator reports for decision-making

  • Good understanding of the global health ecosystem and its players

  • Strong planning, organizational and time management skills

  • Team player with strong interpersonal and communication skills

  • Ability to interact with a wide range of stakeholders with credibility and tact

  • Ability to perform in a multi-cultural settings and different geographies

  • Extremely result-oriented and able to work to tight deadlines

  • Ability to adapt quickly and to work in an entrepreneurial setting
