BACKGROUNG AND PURPOSE OF THE ASSIGNEMENT:

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience.

Under the overall policy guidance of the WFP Framework of Accountability for security and in coordination and cooperation with the United Nations Department of Safety and Security (UNDSS) the security goal for WFP is to enable WFP to conduct its activities and to implement its strategic objectives while ensuring the safety and security of its personnel, and security of its operations, premises, and assets. WFP seeks a proactive and effective security deployment of staff and a dynamic security management culture to deliver effectively to populations at risk.

The Security Assistance Mission (SAM) is an essential part of the overall WFP security strategy. The core of SAM is that, on a regular basis, the gathering, logging, and sharing of information related to the state of security measures in place at all WFP premises is carried out by trusted security professionals of the SAM team, in a neutral, measured, and professional manner, where results can be effectively utilized by the Regional and Country security managers. The principal aim being to review the in-country existing UN and WFP security measures; identify where compliance is fully achieved and highlight existing gaps.

The SAM information is collated into a global database which then enables the Security Division at HQ level to accurately view, map and record compliance with identified security measures, and if need be, to strategically deploy resources to address identified gaps.

The Security Division seeks SAM Consultants with solid professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. The selected consultants may be deployed on special surge missions of up to 28 days in support of either Regional or Country offices.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Verify that existing security and safety measures as determined in the UN Security Management System (UNSMS) SRM documentation are effective.
    1. Make Observations on issues that may have developed since the conduct of previous assessment missions or due to a change in the security environment.
    2. Assist and advise WFP staff and managers in the field on compliance with and adherence to UNSMS/WFP Security Management policies, practices, and procedures.
    3. Identify areas of concern in UNSMS/WFP Security Management practices within the security risk management framework and make appropriate observations that can draw attention to such areas of concern.
    4. Identify and promote good security management policies and practices through discussions with WFP staff in country or remotely, with the Regional Security Officers (RSOs).
    5. In unique and case-by-case basis, extend the length of the mission to begin the implementation of security specific recommendations.
  2. Carry out an assessment of the WFP Country Office security management systems and procedures. This will include a physical safety and security inspection of every WFP premise, including the Country Office, Sub-Offices, Field and Area Offices, Guesthouses and Warehouses, if there is full-time WFP staff presence at these locations. The purpose of this assessment is to focus on the state of MOSS/SRMM compliance/non-compliance issues and make recommendations.
  3. SAM consultants can highlight training needs but will not conduct formal training unless this activity has been pre-arranged prior to the deployment of the mission
  4. Review all UN country-specific security documents and, where applicable, WFP security documents, including the Security Plan, SRA, SRM/MOSS, RSM/MORSS, Local Cost-Shared Security Budget, Standard Operating Procedures, contingency/Emergency Plans etc., comment on the relevance of these documents to WFPs security goal and, as appropriate, make Observations in the SAM report.
  5. Review the main threats faced by WFP. If they differ from the current SRA/SRM documents, he will provide observations in the report on possible additional risk mitigation measures as applicable.
  6. Conduct feedback meetings with relevant staff, either remotely or in person, including but not limited to the WFP CD, WFP Field Security Officer (FSO), Security Focal Points (SFPs), Local Security Assistants/Associates (LSAs), other UN AFP security staff and UNDSS security officers and security analysts.
  7. Conduct a close-out meeting with the CD or DCD, to highlight the key findings of the report, before the final report is sent to the RSO for validation.

DELIVERABLES AT THE END OF THE CONTRACT:

The finalized SAM mission report for all locations in the designated country, with appropriate Recommendations and Observations, is to be submitted to the Regional Security Officer and to Security Division, not later than 7 days following the conclusion of the mission.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu.

Experience:

At least five years’ professional experience in security risk management and an in-depth knowledge of the United Nations Security Management System is required.

Knowledge and Skills:

  1. Theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes as utilized in the UN SMS.
  2. Analytical skills with the ability to assimilate and analyse a range of data and issues to support the creation of accurate reporting and of identifying suitable Observations.
  3. Communication and human interactive skills and with an ability to adapt communication styles to different situations and individuals to enable the most effective gathering of relevant information and impressions.
  4. Ability to build trust and rapport with non-security staff in a short space of time.
  5. Ability to deliver clear and effective briefings to WFP non-security managers (specifically to WFP CD and DCD) as well as to WFP RSOs and RSAs.
  6. Knowledge of common business principals and processes, including UN/WFP specific processes and systems.

Language:

Fluency (level C) in English language (essential). Fluency (level C) in Arabic, French or Spanish (desirable).

No appointment under any kind of contract will be offered to members of the UN Advisory Committee on Administrative and Budgetary Questions (ACABQ), International Civil Service Commission (ICSC), FAO Finance Committee, WFP External Auditor, WFP Audit Committee, Joint Inspection Unit (JIU) and other similar bodies within the United Nations system with oversight responsibilities over WFP, both during their service and within three years of ceasing that service.
