ORGANIZATIONAL CONTEXT: This job is located in Burundi Country Office and the incumbent reports directly to the Deputy Country Director.

JOB PURPOSE: To lead the Vulnerability Analysis & Mapping (VAM) as well as the Monitoring & reporting functions in the Country Office.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

Vulnerability Analysis & Mapping (VAM) Functions

  1. Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
  2. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  3. Manage and/or conduct food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  4. Keep up to date with and advise on food assistance developments, issues, and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.
  5. Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
  6. Provide coaching and guidance to VAM staff as required ensuring appropriate development and enabling high performance.
  7. Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
  8. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.

Monitoring and Reporting Functions

  1. Coordinate planning and implementation of monitoring and reporting activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
  2. Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g., checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
  3. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
  4. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
  5. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  6. Represent WFP (e.g. at inter-agency meetings with other NGOs and government agencies) to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that enhance inter-agency monitoring and evaluation activities.
  7. Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance.
  8. Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  9. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional five years of relevant work experience and/or training/courses.

Language: Fluency (level C) in both French and English languages.
