ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analysis to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

1. Complement the monitoring strategy of the country office with an operational plan, a roadmap and a timeline, based on the identification of the gaps and strengths of the monitoring system of the country office, as well as opportunities and Organizing and strengthening priorities for WFP staff and partners.

2. Lead the evaluation processes for the office and facilitate coordination with the other functional units, ensuring the information and processes required for the completion of the decentralized and centralized evaluations.
3. Manage and train the different stakeholders to ensure that the COMET system is up to date with the programmatic information and reconciled with the other corporate systems.
4. Support with information and inputs at the results level for the ACR country annual report.
5. Establish a capacity building process for WFP staff regarding the indicators of the logical framework of the country strategic plan (CSP).
6. Carry out workshops with partners to implement the Monitoring & Evaluation (M&E) plan, the country strategic plan (CSP), so that the monitoring carried out, as far as possible, is in synergy between WFP and Government. In other words: the monitoring will be both for WFP performance measurement purposes and for the development of M&E capacities in the government's social protection systems.
7. Design and support specific interventions to strengthen the measurement of outputs and outcomes, in line with the rules of the WFP 2017-2021 strategic plan, the country strategic plan (CSP), and the CRF 2017-2021.
8. Coordinate the implementation of process monitoring through consultations with beneficiaries (BCP), as a means to generate timely evidence, and input for the decision-making process to achieve the products and effects of the operations.
9. Responsible for creating interactive management boards for decision making and programmatic adjustment.
10. Carry out baseline studies, mid-term studies, and final studies, the reports of which will be used for evaluations of the interventions carried out in the PMA.
11. Liaise with WFP program experts on planning and executing M&E processes
12. Establish the mechanisms to carry out a systematic review of the monitoring findings, as well as its use in the process of making timely operational decisions and making operational changes, if necessary.
13. Support the M&E team of the country office in their work to provide advice and technical support to the country office, sub-offices and counterpart organizations in monitoring and evaluating results,
14. Develop any other activity that may be required within the framework of these terms.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in Spanish and working level in English language.

TERMS AND CONDITIONS

Position: Programme Associate (Monitoring & Evaluation)

Duty Station: Tegucigalpa, Honduras

Type of contract and Level: Fixed Term – GS6

Duration: 12 months

Fixed Term Appointments are for a continuos period of one year or more. The initial appointment is subject to a probationary period of one year.
