ABOUT WFP

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Act as a focal point for programme-related decisions at the field level;

2. Work planning and supervision of the day-to-day tasks of District Community Facilitators (DCFs);

3. Check monitoring plan submitted by the counterparts;

4. Ensure timely entry of all monitoring data;

5. Prepare the food delivery database;

6. Conduct periodic spot checks at villages to ensure implementation is going as planned;

7. Closely coordinate with the DCFs, District Officers (DOs), PPO, HOFO and Operations Officer at the Country Office on facilitating effective implementation at the field level

8. Support the PPOs, HOFO in capacity building for DCFs and counterparts

9. Establish relationship with villagers, DOs and beneficiaries;

10. Advise PPO, HOFO on programme implementation performance

11. Act as Officer-ln-Charge during absence of the Program Policy Officer or Head of Field Office

12. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor Degree in Business Administration, Education, Community Development, Social Service, Agriculture, Nutrition or any other related field
Language: Fluency in both oral and written communication in English and Lao; Ability to speak ethnic group language(s) is an asset

DESIRABLE KNOWLEDGE AND SKILLS

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five years relevant working experience in rural community development or equivalent is Preferable
  • Excellent word processing skills and excel skills.
  • Knowledge of database and data analysis is an asset.
  • Experience working in difficult locations with people of different backgrounds.
