Job Description:

JOB PURPOSE

The Project officer will provide overall leadership and responsibility for implementing the Empowered Aid project activities at field level. The jobholder will provide technical support in relation to relevant protection and gender standards; mainstream protection and gender in World Vision programming in livelihoods, food assistance, and child protection, and ensure adherence to minimum standards in humanitarian action (SPHERE Standards) and principles as well as the Prevention of Sexual Exploitation and Abuse/Code of Conduct. The jobholder will create synergies with other existing projects and build on the gains made by Empowered Aid with World Vision programming in Kenya/Jordan as well as Lebanon, Uganda, and Bangladesh to date. They will engage local partners and community members, with a focus on refugee women and girls, who will be engaged in contextualizing findings from Empowered Aid on the risks of sexual exploitation and abuse (SEA) in aid distributions; as well as engaging other community members in project activities including refugee men and boys, host community members, and people living with disabilities. They will co-facilitate project trainings and workshops, and participate and lead meetings with World Vision staff, the project Donor and implementation partner (The Global Women’s Institute), relevant coordination groups, and other key stakeholders.

Major Responsibilities

  • Participate in internal and external trainings, as outlined in the Scope of Work, to contextualize and implement Empowered Aid’s findings in the Kenya/Jordan refugee context. This position will receive dedicated support, training and mentorship from staff of the Global Women’s Institute (GWI) on the Empowered Aid approach and tools.
  • Capacity building of project staff and key stakeholders on Empowered Aid key topics around protection, gender, and protection from sexual exploitation and abuse.
  • Train staff and community structures on mainstreaming of gender and protection in food assistance.
  • With the close support of the Project Manager, prepare and conduct capacity building trainings for the staff and community-based structures (CPCs, Foster Parents, Faith based Leaders, community leaders etc) in thematic topics and implementation of minimum standards and various SOPs, including those specific to Empowered Aid and the local response.
  • Support the programme with logistics and procurement related tasks by tracking the procurement plan and update BVAs budget on monthly basis. · Maintain an up-to-date spending plan to ensure funds are spent on key activities within the agreed timeframe.
  • Ensure timely and quality reports are submitted for reviews to technical head of the project.
  • Prepare monthly, quarterly and donor reports and other specific reports on programme related topics.
  • Provide assistance in data collection, compiling lessons learned, establishing indicators to support knowledge sharing.
  • Represent World Vision Kenya/Jordan at the monthly & quarterly gender-based violence and child protection · This ensures stronger coordination with the protection partners in programming, promoting
  • As requested by line manager, update WVU internal documents regarding gender and share those with the team
  • Keep track of gender and protection related issues in the settlement; and inform the team on changing vulnerabilities.
  • Write success stories related to project and project developments as they relate to gender equality and protection issues.
  • Support project research, evaluations, and baseline studies on gender/women’s and girl’s empowerment with technical advice and guidance
  • Participate in developing technical materials, SOPs, capacity building and tools in relation to gender and protection.

Required Professional Experience

  • Demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written.
  • Ensure a gender perspective in the scope of work and passion for children.
  • This position requires at least 3 years of experience working in Protection and gender development programming, preferably in fragile contexts.
  • Familiarity with key international standards for humanitarian work (e.g. CP Minimum Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability Partnership (HAP) Standard, etc.

Required Education, training, license, registration, and certification

Minimum of Bachelors in Gender Studies, Social Work, Development Studies, Social Sciences, Human Rights or any other relevant field.

Preferred Knowledge and Qualifications

Experience having work in a similar context is desirable Experience in providing trainings and building capacity of staff would be an advantage. Ability to maintain confidentiality, and prioritize the safety and dignity of beneficiaries at all times; Computer Literacy (Microsoft Word, Excel and PowerPoint). Excellent interpersonal and problem-solving skills, creativity and flexibility. Comfortable in a multi-cultural environment, flexible and able to handle pressure well. Flexibility in working overtime when needed;
