To support the MENARO Humanitarian Team and Regional Advisor Emergency in a bottom-up consultation of CFOs across all UNICEF’s regions, including but not limited to; priorities, organisational structure, HR priorities and leadership. Support the organization of a regional and global workshop to present products of the consultation and facilitate the identification of key recommendations.

Background
UNICEF’s Humanitarian Review, recognizes that in particularly complex emergencies “UNICEF needs to foster a more field-level approach, actively encouraging staff to be visible on the ground, ready to take on frontline roles that are usually undertaken by implementing partners in other contexts ” Striving to stay and deliver in complex and high threat environments is identified as a key strategy to maintain operational independence and minimize the risk of compromising perceptions of adherence to the humanitarian principles and acceptance with local communities and stakeholders.
Often perceived and referred to as a decentralized organization for the level of authority delegated at country level to the Representative, the organization also developed various models of field presence often formalized by a Field Office under the responsibility of a Chief, Field Office (CFO). Conceptualized as a decentralized central office, CFOs are accountable to ensure that UNICEF field presence and operations allow for adequate identification and response to the needs of affected populations. According to the Core Commitments for Children in humanitarian action (CCCs)s, these sub national representations of UNICEF are responsible for representing the organization, advocating with authorities, negotiating access with ANSA, engaging with local communities, coordinating with other partners/agencies… all of that while ensuring effective management of UNICEF office presence, staff and assets; reinforcing the capacities of partners and ensuring security and wellbeing of UNICEF personnel.
As identified in the Humanitarian Review, UNICEF’s decentralized model can be an advantage and a weakness, since a lot depends on the quality of decentralized leadership. However, evidence from CFOs suggests that there are as many models of decentralized field offices given unique country profiles and leadership.
Expected outcomes:
a. Produce initial concept note, stating a clear plan of activities and associated methodologies.
b. Fulfil agreed work in a timely, professional, and ethical way.
c. Support the organization of a regional CFO network meeting in November 2022
d. Support the preparation of a global meeting on “field Presence” planned in Q1 2023
e. Produce a final report that delivers, but is not limited :
i. Gives an understanding to CFO perception, recommendations and priorities on the 3 main strategic focuses.
ii. Shows the minimum / normalised HR structures in emergencies.
iii. Describes practices for delegation of authority.
Iv. Evaluation and recommendations for revision of CFO levels / structures.
To qualify as an advocate for every child you will have…
- Education: Master’s degree in social sciences (evaluation and analysis, reporting, system strengthening etc.).
- Experience: Minimum 8 years of experience in evaluation, ideally with 5+ years working on research and evaluation projects / consultancies within the UN common system.

Good knowledge and understanding of UNICEF CO / FO systems and processes.

Able to work with minimum supervision and provide high quality work.

Good English proficiency (speaking and writing skills).

Highly motivated and committed to the values of transparency and integrity.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
