Duties
Formulating and justifying a segment of the command budget for one or more appropriations. Analyzing budgetary programs and guidance to provide local budget policy and procedures, and budget formulation assumptions to serviced organization. Reviewing functional requirements to analyze and develop budget submission to the Comptroller. Identifying requirements shortfalls and trade-offs and preparing appropriate supporting documentation. Extracting, reviewing, and validating obligations and manpower authorizations by examining account records recorded in databases. Formulating requirements for individual activities based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement. Proof of U.S. Citizenship required. Direct deposit of pay is required. A trial or probationary period may be required. Appointment subject to a suitability/fitness determination, as determined by a background investigation. Duties of this position require the incumbent to obtain and maintain a SECRET Clearance. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, cont. ?the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. This position is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
Qualifications

In order to qualify, you must meet the Education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes executing a budgetary program, formulating justification statements to support budget submissions, and analyzing budgetary guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
