ORGANIZATIONAL CONTEXT

One of WFP's flagship programmes for climate risk management is its Anticipatory Action (AA) programme, which is an innovative approach that enables the implementation and financing of actions before an extreme weather event has occurred. These anticipatory actions aim to prevent and mitigate, to the extent possible, the impact of extreme weather events on the food security and nutrition of the most vulnerable populations. Implemented since 2015, WFP’s AA portfolio now includes 24 countries in the regions of Asia, Africa, Latin America and the Caribbean, where together with national and local government partners, WFP is supporting the development of early warning systems and anticipatory actions for critical natural hazards such as droughts, floods and cyclones. In addition to strengthening national capacities for developing and implementing AA programmes, WFP is also working with partners to mainstream AA approaches within humanitarian emergency response systems such as the UN’s Central Emergency Response Fund (CERF).

THE ROLE

WFP is seeking an expert in AA, project management, proposal writing, M& E and disaster risk management tools and processes to support WFP's AA program. Based in WFP HQ and reporting to the Country Office Support Lead, the expert will provide support to WFP Regional Bureau (RB) AA coordinators and associated COs implementing or interested in implementing AA programs. The coordinator will have a dual region focus with support provided to RB Asia, Central Asia and RB Latin America where a number of AA programmes are being implemented for fast and slow-onset hazards. In addition to regional programme management, and with support from both internal and external M&E experts, the coordinator will oversee the generation of a robust evidence base on the impact of AA, including through research partnerships, and the development and implementation of country-level AA M&E plans and impact assessments across the global portfolio of projects. The AA Coordinator shall also support COs/RBs to mobilize the necessary financial resources to develop or scale up AA programs, such as through accessing climate finance from the Green Climate Fund (GCF) and the Adaptation Fund (AF), anticipatory finance from the UN CERF and other bilateral/multilateral donor funding, and will thus play a key role in supporting the further development of WFP’s AA programme.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support Regional Bureaus in Asia and Latin America in effective oversight and end-of-project deliverables for both German and Australian ‘Anticipatory Actions & Finance’ project in Bangladesh, Nepal, Philippines, Haiti and the Dominican Republic such as: i) the development and implementation of annual country-specific workplans , budgets and logframes; ii) ensure the timely implementation of activities and delivery of project results; iii) adhere to the monitoring and reporting requirements agreed to within the project document; iv) support to communications; v) develop an annual project report to submit to the donor.

2. Support to RBs to design and/or implement strong, strategic and comprehensive AA programme portfolios that maintain and enhance WFP’s position as a leader of the AA in the regions. Tasks might include designing project proposals, support to workshops and comms, in-country support, hiring technical experts, and supporting opportunities for integrating the FbF/AA approach with existing DRM tools, finances and approaches in each region.

3. Support COs & RBs in accessing, including programme design, anticipatory finance available through HQ AA funds or UN CERF anticipatory funding.

4. Provision of demand-based support to COs for the implementation and scale up of AA, specifically through: i) identification of types of actions that can be implemented before a weather shock; ii) development and testing of AAPs with forecast thresholds and trigger; iii) set up and implementation of tailored M&E plans to capture the impact of anticipatory actions.

5. Generation of a robust evidence and knowledge base for AA by: i) overseeing the technical partnership with the Red Cross Climate Center (RCCC) and providing technical support for the development and implementation of country-level M&E plans and impact assessments; ii) coordinating and providing technical support to the evaluation studies being developed with OEV for the CERF AA pilots; iii) forging research partnerships for the generation of evidence on the added-value of AA capacity-building blocks (improvements in national Early Warning Systems and linkages with EPR, AA and SP systems, improved coordination/collaboration of DRM stakeholders as a result of the development of AAPs.

6. Provide strategic guidance to COs in their formulation of Country Strategic Plans and the potential integration of AA activities with an integrated climate risk management approach.

7. Ensure effective coordination and collaboration with AA partners at the regional/global levels, through platforms such as national AA working groups and regional conferences on anticipatory humanitarian action co-developed with IFRC, WFP COs and partners as needed.

8. Support COs/RBs to mobilize the necessary financial resources to develop or scale up AA programs, such as through accessing climate finance from the Green Climate Fund (GCF), the Adaptation Fund (AF), and other bilateral/multilateral donor funding.

9. Other complementary activities as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

University degree with one or more courses in one of the following: climate change adaptation; agriculture and food security; development studies; environmental studies or related

Experience:

At least 5 years of post-graduate experience in climate finance, forecast-based financing/Anticipatory Actions, early warning early action, project management and implementation with experience in Asia/LAC desired.

Languages:

Fluent in English including strong writing skills; working knowledge of Spanish (level B) is an advantage.

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities.
