BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The Finance Transformation and Field Support branch (FINF) of the Corporate Finance Division (FIN) focus on strengthening support to field colleagues by increasing engagement initiatives and coordinating finance team activities and interactions with Regional Bureaus (RBx) and Country Offices (COs), communication , finance staff recruitment and driving change management and communication initiatives of the WFP global finance network.
The position is home based. The position requires extensive travel to field offices. The incumbent may be required to be in a duty station for up to 3 months.
JOB PURPOSE:
Under the supervision of Chief, FINF, or designate, in close collaboration with field finance officers and regional finance officers, the Finance Officer responsibilities will include support to field finance through provision of guidance, support to field initiatives at the HQ level and available at any time to be deployed to support the finance function where the need arises.
KEY ACCOUNTABILITIES (not all-inclusive):
- Support corporate finance and resource management strategies by contributing to developing policies and procedures for RBx/COs, participating in critical programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
- Lead on the delivery of accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines and compliance with accounting processes and corporate governance requirements.
- Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make recommendations. Periodically monitor the management of risks and report on any action taken.
- Lead on implementing RB/CO finance, budgeting, and resource management operations to support the timely and effective supply of food assistance and comply with WFP standards and processes.

- Carry out regular visits to Area/Field Offices as appropriate and assist in clarifying and improving the proper application of policies and procedures and prepare comprehensive reports on findings with improvement action plans.
- Provide financial assessment of partners, service providers, and other entities as needed, providing conclusions to management to enable them to make informed decisions and minimize financial risk to the organization.
- Represent unit/CO/RB at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions or other partners and entities as required.
- Lead a team of finance staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.
- Coordinate and deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas that may present potential audit, compliance or financial risks.
- Other tasks as may be required and within the generic job profile of the P3 Finance Officer.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an internationally recognized professional accountancy body such as the Associated of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Experience:
- At least 6 years of postgraduate progressively responsible professional experience in the finance/accounting field.
- Has managed budgets and financial statuses of projects/programmes.
- Has experience in multiple specialized financial areas.
- Has managed complex budgets in multiple country offices.
Language:
International Professional: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese. National Professional: Fluency (level C) in English language and the duty station's language, if different.
