Context:

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. Under the overall supervision of IOM Qatar Chief of Mission and the direct supervision of Senior Operations Officer (Transit Centre), the Protection Coordinator will be responsible for managing, coordinating and implementing protection projects and activities in the mission.

Core Functions / Responsibilities:

– Manage, coordinate, prioritize and oversee protection activities for refugees transiting through Camp As Sayliyah (CAS).
– Establish, strengthen, and maintain effective liaison with relevant stakeholders Department of Defence (DOD), Department of State (DOS), Bureau of Population, Refugees, and Migration (PRM), United Nations Children's Fund (UNICEF), Qatar Red Crescent Society (QRCS), International Committee of the Red Cross (ICRC), United Nations High Commissioner for Refugees (UNHCR), etc.) on Protection-related matters.
– Provide technical and programmatic advice, guidance and expertise to partners and team members on protection related matters, including protection mainstreaming; protection principles; child protection; accountability to affected populations (AAP); gender-based violence (GBV) prevention and response; prevention of sexual abuse and exploitation (PSEA).
– Manage the response for persons with specific needs and vulnerabilities, including unaccompanied and separated children. Ensure the development and implementation of early identification procedures, referral pathways, trends analysis and risk mitigation.
– Develop, establish, and ensure the continual review and adaptation of Standard Operating Procedures (SOPs) and other tools for protection casework, Mental Health, and Psychosocial Support (MHPSS) programmes, and community engagement strategies.
– Manage and oversee protection monitoring and response at the site, including the implementation of projects through civil society partners.
– Manage and supervise the work of protection officers and caseworkers; MHPSS teams; interpreters/cultural mediators and child protection specialists providing inter alia informal educational services, and tailored assistance to unaccompanied and separated children.
– Oversee the best interest’s procedure for unaccompanied and separated children, in support of a dedicated child protection casework team.
– Develop and provide training of staff and partners on protection, child protection,Gender-Based Violence (GBV), Protection from Sexual Exploitation and Abuse (PSEA), and related topics.
– Ensure access to information through diverse channels, and oversee messaging and communications, information desks and coordination with interagency partners.
– Manage and assess inter-agency complaints and feedback mechanisms.
– Ensure PSEA, child safeguarding and AAP mechanisms are functional and accessible, and that all IOM and partner staff are trained on appropriate reporting and complaints and feedback mechanisms.
– Liaise with, and provide technical and programmatic advice, guidance, and recommendations to, relevant IOM and interagency partner teams on protection, including in relation to NFIs, operations, education, Camp Coordination and Camp Management (CCCM), shelter and Water, Sanitation and Hygiene (WASH).
– Prepare and consolidate weekly and interim reports on protection activities, challenges, and recommendations.
– Represent IOM at interagency meetings and fora related to protection.
– Ensure the provision of administrative and logistical support to meet program needs, including procurement and tracking of program items/stock.
– Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

Master’s degree in Psychology, Sociology, Political Science, Public Administration Management, Anthropology Work, or a related field from an accredited academic institution with five years of relevant professional experience; or

University degree in the above fields with seven years of relevant professional experience.
Experience

Experience working with at-risk community members;

Experience in working in a migration/refugee setting would be considered as an advantage;• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;

Experience in working in a multi-cultural environment;

Experience in team management and coordination; and,

Experience in the usage of computers and office software packages (MS Word, Excel, etc) andknowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Skills

Excellent knowledge and skills in MHPSS programming resilience, psychosocial support,community-based activities, development, and mobilization, especially in an emergency context;

Strong organizational, facilitation, communication, writing and presentations skills;

Strong work ethics and commitment to humanitarian principles;

Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

Knowledge and experience in facilitating training and developing curricula;

Proficient in MS Office applications and basic knowledge of SPSS;

Knowledge of Protection principles and IOM policies and procedures;

Commitment to help persons of concern and willingness to cooperate with counterparts;

Good analytical skills; and,

Strong interpersonal and communication skills in a multi-cultural setting.
Languages
IOM’s official languages are English, French, and Spanish.
For all applicants, fluency in English is required (oral and written). Working knowledge of Dari, Pashto, Farsi, and Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
