Property Book Supervisor/Alternate Contract Manager
Overview

The Property Book Supervisor/Alternate Contract Manager (ACM) is responsible for providing the Area Support Group – Jordan (ASG-J) with reliable and responsive enhanced logistics support capability. Prepares equipment and paperwork necessary to facilitate the onward movement and/or retrograde of equipment to DLA DS, CONUS, APOD, OCONUS, or other designated locations via US Postal Service, DHL, FEDEX or US Military approved ground or air transport methods/means.
Responsibilities
Major Job Activities:
• Acts as the Alternate Contract Manager (ACM) in the absence of the Contract Manager (CM) (equivalent to a Project Manager).
• Prepares and submits job order reports as required.
• Conducts property transactions on behalf of the PBO using the GCSS-A automated property accounting system at the property book level and has working knowledge of FMSWeb, DST, and AESIP.
• Prepares equipment and paperwork necessary to facilitate the onward movement and/or retrograde of equipment to DLA DS, CONUS, APOD, OCONUS, or other designated locations via US Postal Service, DHL, FEDEX or US Military approved ground or air transport methods/means.
• Must have access to DOD logistic websites and have a thorough understanding of the systems.
• Individual is expected to perform duties with minimum guidance and infrequent direct supervision.
• Supervises all administrative actions of the contractors at the respective site.
• May perform work or special training at TDY locations as needed.
• Maintain the property book supporting documents in accordance with ARIMS and ARCENT polices/SOP’s.
• Performs other duties as identified under Performance Work Statement 5.2.3.
Material & Equipment Directly Used:
Personal computer, MS Office, and other general office equipment. Must have access to DOD logistic websites and have a thorough understanding of the systems.
Working Environment:
Work is generally conducted in an office or warehouse environment and could include work at project locations. Duties, however, may involve travel throughout the Area of Operations (AOR).
Physical Activities:
Generally this Work is in an office setting, but may also require stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential exists for exposure to physical dangers and geographically remote locations. May operate ATV, NTV or commercial vehicles in the conduct of daily duties and assignments and performs routine daily preventative operator maintenance on same when required.
Qualifications
Minimum Qualifications:
Education / Certifications:
• U.S. Citizenship is required
• Active Secret Clearance
• DoD experience required
• Army or CENTCOM AOR logistics experience preferred
• Must possess a valid State driver’s license to operate Government Tactical Vehicles
Experience:
• A minimum 5 or more years’ experience supervisory experience at Unit Supply level or equivalent supervisory level experience in civilian, US Navy, Air Force, or Marine Corps supply systems.
• Demonstrated Earned Value Management (EVM) experience or a minimum of 5 years’ experience within the past 10, working as a Program Manager.
• Demonstrated 15 or more years cost analysis experience.
• Must have at least 3 years Property Book experience to conduct property transactions on behalf of the PBO.
• Experience with the GCSS-A automated property accounting system at the property book level.
• Must have knowledge in PBO level GCSS-A, DST, FMSWeb, and AESIP.

Responsible for complying with all Host Nation Safety Laws and Regulations. Manages multiple tasks simultaneously. Directly supervises the Property Book Specialist. Supervises all contract employees when acting as the ACM.
