ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national sub-national level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025.
Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023.
Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025.
Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030.
Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year.
Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

Position Title: Programme Associate – Grants Management and Business Support

Type of Contract: Fixed Term Appointment

Grade: GS – 6

Duty Station: Phnom Penh, Cambodia

Reporting Line: This position will fall under the direct supervision of the Head of Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g., food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g., assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

  • Monitor and track the progress of fund allocations related to activities implemented by government and NGO partners, including the review, feedback and processing of related budget requests; ensuring compliance; and provide feedback for programme action as required.
  • Conduct regular analysis of beneficiary and assistance data to facilitate project planning and adjustments as needed. Coordinate with field offices to ensure food/cash requirements data are accurate to review and plan distributions and transfers to beneficiaries.
  • Support WFP’s processes for managing operational partnerships, including support to cooperating partner agreement processes, performance evaluations, oversight missions, review of project partner reports ensuring accurate data and providing feedback.
  • Contribute to the review and updating of training tools and provide training and coaching to field and partners staff on topics such as partnership operational management.
  • Act as a focal point for partnership management, uploading and updating of programme information in WFP’s corporate systems.
  • Support the development and management of an information repository to facilitate internal and secure access to data and documents pertaining to partnership agreements, reports and other programme related documents.
  • Support business processes for the Programme Unit, including procurement requests (registration in the system before procurement and after service delivery), arranging for meetings and workshops, and facilitating other business processes in coordination with relevant units including Finance, Administration and Procurement.
  • Draft meeting notes, prepare agendas for workshops/meetings, translate documents and provide other support to the Programme Unit as needed.
  • Ensure gender and disability is considered throughout all areas of work under the post.
  • Perform other activities to support programme operations as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Language: Fluency (level C) in English language and Khmer.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of 5 years of relevant work experience with increasing level of responsibility
  • Has participated in implementing technical programs (i.e., nutrition, school feeding etc.).
  • Has experience with WFP’s programme management systems and processes.
  • Has experience utilizing computers, including Microsoft Office package (e.g., Word, Excel) and other standard software packages and systems.
  • Has provided inputs for the development of budgets, financial reports and other reporting documents.
