ORGANIZATIONAL CONTEXT

At this level Job holders operate with high degree of independence and are involved in more straight forward VAM activities and programmes and/or focus on a specific theme(s).

JOB PURPOSE

The job holder will be responsible for managing and advising the data collection, analysis activities and research projects that the Country Office conducts, in coordination with partners. The main activities of the unit are as follows: conducting assessments, defining and reviewing targeting/selection criteria for programmes, monitoring programme interventions, evaluating such interventions and visualizing data to better inform programmes and partners.

KEY ACCOUNTABILITIES (not all-inclusive)

Lead andor manage the generation of the VAM evidence base that supports food security and nutrition policies and programmes eg needs assessment and situation analyses programme design cost effectiveness and operational efficiency and be responsible for the overall quality control finalizing and publishing analyses and the management of any potential corporate risk

Leadconduct complex food security nutrition markets and vulnerability analyses and prepare timely reports in line with wider VAM policies processes and guidance to enable effective decisionmaking on the development of Country strategy policies and programmes

Manage Monitoring and Evaluation functions including outcome output and process monitoring ensuring regular monitoring updates are timely available and shared Provide guidance technical analysis interpretation as required to measure the results of WFP Country Strategic Plan CSP activities

Followup on VAME findings to ensure that these findings are used to design programmes and that corrective actions are taken andor adjustments are made to programme responses as required

Keep uptodate with and advise on food security developments and issues and the potential impact in the Jordanian context and on WFP activities to enable timely and appropriate WFP intervention adaptation

Oversee the development of tools and systems needed for VAME activities integrating innovative methodologies

Provide expert advice and support WFP and its partners on matters pertaining to food security and nutrition strategies policies programmes and ensure a timely and productive use of related WFP knowledge products

Lead strategic and operational partnerships including with the Government of Jordan and interagency collaboration to ensure a solid VAM support in both emergency and development settings Work in close collaboration with partners to strengthen data quality accuracy and consistency as well as analysis quality and timeliness Oversee the research studies conducted in coordination with WFP by external parties

Participate in relevant coordination forums interagency fora working groups technical meetings and training activities WFP internal and external events

Represent WFP eg at interagency meetings with other NGOs and government agencies to exchange knowledge and experience promote the importance of vulnerability analysis and monitoring and evaluation and build partnerships that enhance interagency joint assessmentmonitoring activities

Work with Gender and Nutrition Officers to ensure effective mainstreaming of these two crosscutting dimensions in VAME units practices activities and tools

Liaise with Programme Managers Country Office and Field Offices on a regular basis to define and amend the VAME unit workplan based on programmatic needs strategic and operational ones

Lead and oversee the quarterly food security outcome monitoring exercises reports the refugee skill mapping exercise and WFP General Food Assistance retargeting exercise

Oversee the impact evaluation of the school feeding programme undertaken jointly with the World Bank

Support Programme with evidence generation for the climate action portefolio and robust evidence generation for country capacity strengthening activities social protection disaster risk reduction

Develop a robust market and shock monitoring system Shock and Assistance Platform for EconomyWide SimulationsSHAPES in consultation with the WFP HQ

Refine and manage the VAMME unit strategy workplan and systems in line with the Country Offices Country Strategic Plan 20232027

Support team members through the stages of assessment and monitoring cycles provide coaching and guidance as required to support unit colleagues to further develop and refine their VAM and ME capacities

STANDARD MINIMUM QUALIFICATIONS

Education: Master's degree in social science, agricultural economics, food security, nutrition, or other closely related field,

Experience:

  • At least five years of professional experience in monitoring and evaluation, vulnerability analysis, food security and early warning, or other closely related field,
  • At least three years managing a team.
  • Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner.
  • Ability to work independently under minimum supervision and supervise a team.

Language: Strong oral and written communication in English.

Food Security Assessment Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
Strategic Operational Understanding Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.
