BACKGROUND AND JOB PURPOSE
From its base in Johannesburg, the Regional Bureau for Southern Africa (RBJ) currently supports operations in 12 countries (Angola, DRC, Eswatini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, RoC, Tanzania, Zambia and Zimbabwe), reaching more than 10 million people with food assistance.
The Communications and Reports Unit of the Regional Bureau is responsible for corporate reporting, producing internal and external communication material, providing support to country offices and coordinating activities to meet set requirements.
The Annual Country Report (ACR) is WFP’s main external product to inform its donors on performance, resources spent and the results achieved during the reporting year. It is a key corporate tool used to improve results monitoring and reporting for corporate accountability and learning, and to ensure strengthened linkages with WFP’s Strategic Objectives.
This consultancy will ensure that the Regional Bureau meets its annual reporting requirements and fulfils quality and target date expectations. It will also strengthen the RB’s efforts to enhance the reach and visibility of the annual reports.
KEY ACCOUNTABILITIES (not all-inclusive)
The Reports Officer/ACR Analyst will report to the Regional Communications Officer and will undertake the following tasks:
a) ACR Review and Coordination
- As a member of the Regional Bureau ACR coordination team, the ACR analyst will guide the review process of the ACRs.
- Familiarize self thoroughly with the ACR guidance, including the two corporate platforms: Standard Project Report Intelligent Next Generations (SPRING) and Country Office Tool for Managing Effectively (COMET).
- Review the general checklist and familiarize self with technical guidance.
- Ensure the ACR calendar is strictly followed by following up with CO and RB technical unit review focal persons.
- Analyze the outcome and output indicators in terms of baseline data, previous year and the current reporting year.
- Review food and nutrition security data and ensure that the narrative is consistent with the tables.
- Ensure that all sections are compliant with the guidance and template, and that the ACR properly highlights WFP contribution to the food and nutrition security of the country.
- Review the beneficiary, tonnage and dollar amount, and other figures in all tables, and address inconsistencies.
- Ensure that all components of the ACR are of optimal quality in terms of grammar, format and general content, and edit or provide suggestions as needed.
- Provide support and advice to COs on the ACR guidance; ensure that all sections are compliant with the ACR guidance and meet quality expectations.
- Liaise and seek advice from relevant RB technical units when the ACRs under review do not comply with the technical standards.
- Advise the relevant country offices on any corrections to be made and ensure that the deadlines are met for each ACR.
b) ACR dissemination and visibility
- Building on the design and creation in 2021, work with country offices to produce visually appealing two-pagers outlining the main achievement presented in each ACR.
- Produce a regional snapshot based on the 2020 Annual Country Reports (ACRs) for external use, and to the benefit of RB management and the wider bureau.
- Develop a dissemination strategy for the ACRs in the region.
c) Other tasks
- Design and produce thematic overviews for external use, to be used by RB management in donor / high level meetings and for other outreach opportunities.
- Review the unit’s cooperation with other RB divisions to make better use of existing material and strengthen outreach of human-interest stories to external partners
- When workload or leave plans so require, support the team on other corporate reporting matters, such as country briefs and situation reports.
- Any other tasks as required and/or assigned.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
- Typically three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Knowledge & Skills:
- Specialised knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
- Strong written and oral communication skills, including substantive analysis and report writing skills.
- Able to supervise and support more junior and/or less experienced members of the team.
- Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
Language:
- Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
