KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of Head of Supply Chain in Yangon office, the incumbent will perform the following duties:
- Obtain inputs of project requirements and logistics information from field offices and prepare Request for Quotation (RfQ) for transport and logistics services for the whole country operation.
- Arrange the bid evaluation and award recommendations as results of evaluation outcomes.
- Prepare award of contracts, extension/amendment/addendum, lease-renewals
- Manage documentation processing for presenting contracting cases to the Local Contract Committee (LCC)
- Track, monitor and update the contract records in the trackingsystem, follow up documentations and WFP Logistics contract filing (transport, warehouse leases and other logistics services) for document- retrieval, contract renewal and extensions while maintaining confidentiality.
- Support in calculating and estimating transport cost for Non-Food Item (NFI) transportation, based on the valid contracts and other reference logistics costs
- Conduct the transport rate analysis and follow up with field logistics team for clarifications that enable informed decision-making for the supervisor.
- Sourcing the new suppliers in local market, shortlisting of transporters, logistics service providers and vendor registration by following WFP’s policies and procedures.
- Conduct Supplier Performance Evaluation , consolidate the feedbacks, findings and recommendations to Head of Supply Chain
- Conduct Service Expense Recognition in WFP Corporate System WINGS for all warehouses’ leases of Myanmar Country Office within the deadline.
- Act as a point of contact for resolution of a range of queries and problems related to the logistics contracting.
- Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
- Perform other related duties as required by supervisor.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education, preferable the first degree in Supply Chain, Logistics, Economics, Mathematics or equivalent experience.
Language: Fluency in both oral and written communication in English.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Six or more years of progressively responsible work experience in Contract Management at Procurement and Logistics Services, General Administrative work, Market-monitoring
• Experience in complex Logistics Operations
• Experience in administering third party service providers’ contracts.
• Experience in compiling contract documentation.
• Experience in Supplier Relationship and Supplier Performance Evaluation
Knowledge & Skills:
• Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
• Knowledge of work routines and methods in order to complete processes under minimal supervision.
• Uses tact and courtesy to give and receive information to a wide range of individuals.
• Ability to identify data discrepancies (analytical skill) and rectify problems requiring attention.
• Maintenance of confidentiality
• Ability to offer guidance or basic on-the-job training to more junior staff.
