Leadership Consultant ( 1 year Consultancy Contract)
Synopsis:
This consultancy aims to provide technical support, advisory and quality assurance to execute ARDD part in the PVLW project. ARDD contribution in this project goes under the objective of providing women's leadership cultivation, mentorship, and training.
Background and rationale of the consultancy:
Founded in 2008 in Amman-Jordan, Arab Renaissance for Democracy and Development (ARDD) is a Civil Society Organization seeking to reinitiate a new Nahda (Arab Renaissance) project to contribute in addressing the challenges faced by the Arab World, building on the achievements and ideas of the Arab Nahda and aiming to open the doors for future participation in formulating concrete actions to achieve the desired change and development. ARDD supports marginalized individuals and communities—including refugees and migrants— in acquiring and enjoying their social, political and economic rights, through legal aid, psychosocial support, media and grassroots mobilization, and research and advocacy to raise stakeholders’ awareness locally, regionally and internationally about the challenges that vulnerable persons face in Jordan and the Arab Region.
The Promoting the Voice and Leadership of Women (PVLW) is a USAID funded project , implemented by a consortium led by Mercy Corps. PVLW is a 5 years project that aims to create transformative change to enhance the voice and influence of women by strengthening legislative frameworks, enforcement of those legislations and the enhancement of institutional capacity of stakeholders, increasing the adoption of inclusive social norms, and removing barriers to women’s participation and leadership.
ARDD’s role as the lead partner on Objective 3 is responsible for the design of the leadership capacity building program to enhance women skills and opportunities for voice and leadership all over Jordan. Objective 3 consists of the following sub-objectives:
3.1 Provide women's leadership cultivation, mentorship, and training.
3.1.1 Conduct mapping of existing mentoring programs and leadership capacity building programs at the national level
3.1.2 Identify target groups and institutions with the most potential for impact on women's leadership training and mentoring opportunities
3.1.2.1 Conduct Needs assessment to identify specific leadership needs of the potential candidates of women allover Jordan
3.1.3 Co-develop and accredit the training curriculum
1.Consultancy’s Objective
Main Objectives:
The main objective of this consultancy is to provide technical support, methodologies, advisory and quality assurance throughout the implementation of all the mentioned objectives in the second year of the project which is between “1st Oct, 2022 & 30th Sept, 2023”.
Specific Objectives
- Creating a plan of executing all the mentioned objectives with needed implementation methodology respecting best practices of developing and managing leadership capacity building programs targeting women needs in Jordan.
- Provide full technical support and needed advice as needed all over the execution of the project execution.
- Contribute to preparing all needed templates, documents, and deliverables, such as assessment templates, surveys, reports, and all others.
- Attending meetings with partners or with other stakeholders as needed.
- Conduct the needed analysis all over the steps of the project; benchmark analysis, gap analysis, stakeholder mapping, leadership programs mapping, needs assessment, surveys results analysis and suppliers’ analysis.
- Leading needed focus groups and orientation sessions within the needs assessment for the potential candidates of women (which is estimated to be around 10 women in different governorates in Jordan, these target groups might be more or less according to the number of categories of the potential candidates).
- Suggest service providers and conduct the Prepare the suppliers’ analysis to select best provider in respect to the requirements and objectives of the projects, for the following;
- Selecting the Leadership competency Framework with its Leadership Competencies assessment tool.
- Selecting the accreditation body for the leadership program curriculum.
- Quality Assurance for all steps, documents especially for the curriculum development.
- According to all the mapping and the needs assessments results, the consultant is expected to design the “leadership capacity building program” including the training topics, objectives of each topic, duration,,,,etc. also, the program is to include best practical engagement approach (Coaching, Mentoring, assignments, or any other engagement approach). The consultant is to describe the methodology of how to execute the engagement approach for each group of participants, how frequently, duration, tools and any other needed details.
- Collaborate with the project manager in building the leadership program execution plan.
PS: The execution of the training and practical engagement will be within the following 3 years of the project.
2.Audience and use of the consultancy outcome
500 Target audience women will be trained within this leadership program.
3.Methodology & Constraints
- The methodology of execution is to ensure that all deliverables are submitted with best quality and on time as agreed. Consultant is expected to propose a technical proposal with methodology of each step to be later approved by ARDD.
- All deliverables will require ARDD management approval. Also, the consultant will commit to the scope of work of the project and time frame/action plan agreed upon by both parties.
- All executed deliverables will follow international best practices in building and executing leadership programs for women.
- During every step of the execution, the consultant will be under the supervision of the project manager and will be supported to accomplish all tasks by the project coordinator and ARDD relevant team as needed.
- Quality and agility will be adopted throughout all the phases of this assignment/consultancy to meet USAID and other partners’ requirements.
4.Ethics and Risks
The service provider must agree and sign up to ARDD’s ethical guidelines and code of conduct.
The project presents High to medium risks. Concrete risks that could affect its execution concern any delay that might be caused due any reason is to be stated before by the consultant so ARDD management with the consultant can find a way to mitigate it.
5.Key Sources and People to be Consulted
Primary Sources: The Project Manager.
Secondary Sources: ARDD relevant team as needed (through the project manager)
6.Style and Length of Consultant’s Report
The purpose of the report is to document the process that presents all relevant data referenced in this ToR, achievements, challenges faced, opportunities, and recommendations.
The proposed technical proposal should be no longer than 10 pages (annexes excluded). It will be implementation-oriented written in a professional, accessible, reader-friendly style, in English language. For the financial proposal, the consultant is to mention number of expected days for each activity and the estimated daily rate.
7.Timetable
The duration of the Consultancy will be during (1st Oct, 2022 to 30th Dec, 2023) with milestones and timeframe to be agreed with ARDD. The consultant is requested to fill this table.

The consultant will be submitting a time sheet/accomplishment report according to ARDD’s template in order to release each payment.
9. Management
- Review of deliverables and submission of comments.
- Regular meetings (online/offline) to be held with the consultant to clarify queries or pending issues.
- The project manager will be available to answer Consultant’s questions relevant to the scope of the consultancy.
- The project management team will be available for supporting the execution of all deliverables according to the plan of the project and recourses allocations.
10. Qualifications/Experience
Specific skills and competencies of the Consultant include:
- Bachelor or Master’s degree or international certificate in leadership and management.
- Minimum of 10 years of professional experience in leadership training, leadership consulting and leadership capacity building programs.
- Involved in 2-3 leadership capacity building programs/trainings/consultation projects for women-oriented leadership programs in Jordan.
- Demonstrated knowledge and experience in training and coaching Jordanian women from different levels in leadership capacity building.
- Excellent knowledge of the Jordanian context and women leadership needs in labor market.
- Having experience with USAID projects is plus.
- Excellent writing, editing, and oral communication skills in English and Arabic.
