  • Basic Purpose of the role

Responsible for providing vision, leadership, administrative and technical support in the strategic planning and organization of the IT resources provided by the facility. This responsibility includes providing IT consultative services to the senior management relating to the use of technology, developing and enforcing IT policy and procedures and providing strategic direction to leadership staff in order to increase the efficiency, effectiveness of business processes, practices and overall business goals.

  • Managerial/Administration
  1. Developing and maintaining facility policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of IT systems
  2. Developing and maintaining IT policies and standards relating to the acquisition, implementation and operation of information technology and communication systems
  3. Recommending updates and/or revisions of hospital policies and procedures regarding appropriate usage of technology within the facility
  4. Establishing and maintaining a working environment conducive to positive morale, individual style, quality, creativity and teamwork within approved policies and procedures
  5. Maintaining and communicating a vision of how IT will support future business direction, relationships and working practices of hospital
  6. Directing the preparation of the IT budget, monitoring records and expenditures according to budget allocation/appropriations and recommending and/or initiating cost saving measures
  7. Participating as a permanent member of the hospital’s Senior Management Committees
  8. Ensuring that staff are managed in an effective manner, in line with policies and procedures and that the management style within each section creates a climate where staff can be the most productive
  9. Delegating authorities and establishing a formal means of accountability on the part of subordinates
  10. Recommending and/or approving employment, promotion and transfer of personnel in accordance with facility's pre-established policies and procedures identifying and recommending the required educational and training programs
  11. Directing various personnel functions and providing leadership, training and education to senior management
  • Quality & Safety
  1. Overseeing the development, maintenance and implementation of information systems disaster recovery plans
  2. Developing and enforcing policy and procedures to ensure the protection of the facility's IT assets and the integrity, security and privacy of information entrusted to or maintained by the facility

  1. Developing and maintaining an appropriate organizational structure capable of supporting the information needs of operating departments/sections through appropriate and cost-effective information technology
  2. Researching and evaluating alternatives for the enhancement or re-engineering of business processes using information systems, technology and making recommendations to the senior management team
  3. Participating on the senior management team to define and monitor the hospital's organizational strategy and to discuss, resolve problems or issues that have an impact on the facility
  4. Ensuring that the IT department/section staff understand the hospital's strategy and are aligning the systems, processes and business priorities with the strategy
  5. Managing the process of preparing the IT department/section's annual business objectives, operating, capital budget for all IT projects and equipment
  6. Ensuring that business objectives are aligned with the hospital's strategy and the activities and objectives of other departments within the facility
  7. Assessing technology capacity to meet the future needs of the facility and recommending new applications and new configurations
  8. Ensuring the optimal balance between the development of new systems and leveraging existing legacy systems
  9. Monitoring all internal and outsourced projects
  10. Negotiating all IT acquisition contracts, soliciting the involvement and participation of other Management team members as appropriate
  11. Negotiating IT SLAs and user organization third party suppliers and monitoring IT systems performance to ensure service levels are met
  12. Ensuring that key system downtime are adhered to in accordance with the departmental Service Level Agree
  • Qualifications Required :

Bachelors degree in Computer Science, IT, Information Systems or equivalent from a reputable university

  • Desired :

Masters Degree in Computer Science, IT, Information Systems or equivalent from a reputable university

  • Specialist Certifications & Knowledge

Microsoft Azure, MS 365, Google Suite, Cisco, VEEAM, SAP B1 or Vmware certified

  • Experience Required in addition to the Qualifications mentioned above (Relevant to the Job)

15 years progressive IT experience with leadership responsibility preferably in the Healthcare industry

  • Additional Requirements / Remarks
  • English and Arabic language proficiency
  • In depth knowledge of information technology, IT trends and strategies, combined with business knowledge.
  • Proficiency with clinical information systems, enterprise resource planning, application development methodologies, networking, e-commerce and management of IT support and outsourced services
