Duration: Annual contract (extendible as needed)
BACKGROUND
The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.
JOB SUMMARY:
The GIS and Data Systems Manager lead WGA support for water sector partners to achieve more meaningful information and GIS utilization and support GIS and information systems integration, including GIS system linkages to customer data, repair history, and infrastructure mapping. S/he will also assist with Ministry and utility data integration and reporting
DUTIES AND RESPONSIBILITIES:
The responsibilities for this position include but are not limited to:
- Implementation of GIS mapping specifications, and cartographic rules and updating GIS procedures for water and wastewater systems (Networks and facilities)
- Support water utilities to integrate location data into GIS for networks updating
- Work with water utilities to prepare thematic GIS-based maps and dashboards (water and subscribers related) to monitor the work progress and assist in decision making
- Analysis of maintenance and repair data and prepare maps to support the rehabilitation, replacement, infrastructure planning, and other managerial decisions
- Provide GIS support in developing the national water and wastewater infrastructure master plans and the planning process within the utilities, including the use of GIS for prioritization of networks rehabilitation and/or replacement needs
- Build the capacity of the water utilities staff in quality control of GIS data collected from different operational units
- Work closely with the counterpart staff to improve digital data integration for use in the water utility operations and decision-making process, including data from the Department of Land & Survey (DLS), Ministry of Public Works and Housing, General Tendering Department (GTD), Municipalities, donor projects, and other entities.
- Perform any other duties as assigned by the supervisor and his/her designees.
KNOWLEDGE, SKILLS, AND ABILITIES
Master’s degree – GIS
GIS Expertise – At least ten years’ experience developing and delivering geospatial solutions, with GIS expertise using ESRI – ArcGIS and related products. Additional preferred skills include:
- Familiar with ArcSDE.
- Able to identify GIS data ownership policy.
- Data conversation experience, ETL, FME desktop, and FME server experience.
- Experience with CAD/GIS /KML data conversation.
- Experienced in GIS systems integration and implementation of Enterprise GIS.
- Experience in undertaking User Requirements Analysis for Enterprise GIS.
- Experienced in web GIS and creating web maps, web applications (ArcGIS Online or other), and GIS operational dashboards.
Data management
- Experience including MS SQL, Oracle Database, PowerBI with expertise in developing infrastructure project monitoring systems.
- Experience with developing system data governance framework.
- Experience managing efforts at intergovernmental information sharing, document management, and data migration.
- Demonstrated understanding of how to integrate GIS with IT systems and evolving technologies.
Capacity Building and Knowledge Transfer
- Experience working with managers to develop information system reports and mentoring use for improvement management
- Experience building communities of practice in the GIS sector.
- GIS and data systems capacity building for government officials
Other
- Prior USAID project experience preferred.
- Familiarity with MEL GIS data requirements
- Demonstrated ability to coordinate closely with government and/or utility staff, including managing expectations and capacity building.
- Demonstrated ability to work with diverse teams, on multidisciplinary activities.
- Strong written and oral presentation skills.
- Moderate travel required
Location of Assignment:
The GIS and Data Systems Manager position will be based in the project’s office in Amman, Jordan
