Scope

Based in Dubai, reporting to the B1 Mall Manager, we are looking to recruit an experienced, enthusiastic and hardworking individual to oversee all building-related activities. This exciting and challenging position requires a hands-on approach with responsibility for taking over the new building from the main contractor and preserving the good condition of the infrastructure. The role of Facilities Manager is suited to a customer-service-oriented and resourceful individual with the ability to assist tenants in the fit-out process, comply with building, authorities and HS&E regulations and develop initiatives for all stakeholders’ experiences.

Responsibilities

Property Take over

  • Coordinate and expedite handover process from the main contractor to the client
  • Coordinate tenant fit-out approval processes and requirements with Client third party consultants
  • Facilitate and supervise appointed facilities management service providers during the property take over – asset registration, inspection, testing and commissioning.
  • Ensure detail snag reporting and de-snag completion.
  • Compile and maintain all records related to the take-over: drawings, warranties, testing and commission reports, operating manuals etc.
  • Manage DLP period with contractor and FM service providers.

Administration

  • Work closely with the Mall Manager to formulate, review and monitor annual budgets including routine maintenance, utilities consumption, project work.
  • Support the Mall Manager in tendering and engaging with services providers.
  • Support the Mall Manager with administration of service providers agreements.
  • Work closely with the marketing staff for any site implementation to ensure cost control, schedule, technical performance and timely delivery of work projects.

Facilities management

  • Manage and supervise FM service providers in line with SLAs (ppm, reactive maintenance, project works).
  • Ensure service providers KPIs are met.
  • Ensure compliance with property and authorities’ regulations and guidelines.
  • Manage weekly and monthly meeting with service providers to ensure quality services.
  • Manage out of scope adhoc works including obtaining quotations, liaise with suppliers and coordinate work projects.
  • Develop and implement energy management initiatives with the FM service provider.
  • Support development and ensure enforcement of all properties procedures and policies including implementation of HS&E and emergency policies.
  • Produce monthly report for the management review.

Administration and management of Fitouts

  • Liaise and support tenants with compliance of the fitout manuals and processes.
  • Oversee the fit-out process for new tenants including NOCs, documentations, drawings and inspection in order to facilitate efficient opening.
  • Manage relationship between all stakeholders for tenant maintenance, tenant project work, move-in and move-out.
  • Report on periodic basis on the fitout progress and escalate any concerns.
  • Build rapport and maintain good relationships with all community stakeholders.
  • Keep fitout guidelines up to date with regulations including DM and DCD.

Career Experience Required

  • Experience working as an owner’s representative for retail or commercial properties is desirable
  • Have at least 5 years experience managing FM contracts, enforcing SLAs and KPIs
  • Have a sound understanding of the UAE regulations in the health, safety, environment and statutory regulations in particular.
  • Have the experience to draft budget and quotations comparison assessment.
  • Have worked 5 years in the facilities management industry or maintenance industry.

Qualifications/Education Required

  • Bachelor degree in Electrical or Mechanical engineering (preferable).
  • Computer skills: MS office, CAFM system.
  • Language skills: English (proficient).
  • Team player with good inter personal skills.
  • You must be confident, solution driven and customer oriented.
  • You must have the drive to succeed in a competitive marketplace.
  • Be diligent and maintain neat and tidy file records at all times.
