ORGANIZATIONAL CONTEXT
The WFP Syria Country Office (CO), as one of WFP’s largest responses, faces unique challenges and risks in its operational context spanning operational/logistical risks, economic sanctions and a complex geopolitical dynamic. The Risk and Compliance Advisor (RCA) role requires experience in assessing risks using a situational approach to risk management and conflict sensitivity analysis would be an asset. Prioritization of risks for coherence and the monitoring of key controls, along with fraud risk assessments are particularly important given the high risks created by the economic crisis and constraints. In addition to technical experience – tact, diplomacy, a high degree of integrity and professionalism, flexibility and a problem-solving mind set are needed in this position. The RCA should be an experienced manager and must proactively pursue and promote risk management, assisting with risk assessment through facilitation of control assessments, capacity building, technical support and trainings for management and staff.
THE ROLE
As Risk and Compliance Officer P4, you provide advice and make recommendations to establish effective risk assessment and risk management activities; you ensure the application of controls and compliance with policies and procedures; and contribute to the overall effectiveness of operations and optimization of WFP resources by championing the mainstreaming of WFP’s risk and compliance framework. The RCA position is expected to provide senior level advice to CO management and staff on risk and compliance issues, support operational efficiency and establish/enhance adequate internal control systems including performance and risk management. Visit field offices, plan oversight, and support its implementation in line with CO strategic plans and donor funding agreements. The WFP is the co-chair of the Syria Inter-agency Risk Management Working Group (RMWG) contributing to the identification of the common major risks among UN agencies. The RCA represents WFP as an active member of RMWG and supports the WFP co-chair by providing technical support and advice on risk management-related issues. Perform other duties as directed by the CD and/or DCDs/OIC. On this position you will:
- prepare and submit the CO annual Assurance Statement to the Executive Director by coordinating and reviewing management’s input on the strength and weaknesses of significant risk and control issues. The RCA, as the focal point, is expected to support audit missions and ensure follow up in the implementation of internal/external audits and other oversight bodies' recommendations.
- review/contribute to the development of SOPs, undertake periodic and ad hoc control reviews and update the CO risk registers by identifying risks, including fraud and corruption risks, consulting with management, and follow up on mitigation actions’ implementation.
- ensure operational performance reviews are conducted by leading and following up on the implementation of the CO Annual Performance Plan (APP), leading the implementation of the Emergency Preparedness Response Plan (EPRP), as well as major business continuity plans.
- assess, prepare and deliver training on performance planning and risk management, be a proactive member of the WFP Global Risk and Compliance Network, liaise regularly with the Regional Bureau RCA, and the ERM Division in Headquarters by sharing best practices, reaching out for guidance when needed, and sharing relevant information in line with corporate guidelines on risk and fraud or when requested.
- be responsible for performance of the CO Risk Management and Compliance Unit, setting the annual work plan and priorities and provides work direction and support to risk unit staff, including the completion of their performance appraisals.
KEY ACCOUNTABILITIES (not all-inclusive)
- Ensure risk assessment is embedded in planning and decision making through monitoring of key risk appetite metrics and risk indicators, and regular updating of risk registers, including progress towards implementing the risk mitigation actions.
- Provide specialised advice to RB and CO management and staff on risk & compliance issues and on maintaining an effective internal control environment to support operational efficiency.
- Provide assistance and advice to ensure that the use of all WFP resources conforms with approved CO strategic plans/project plans, WFP rules and procedures, and donor funding agreements. Provide advice and promote enhancement and/or initiate establishment of adequate internal control systems with clear accountabilities including performance and risk management systems, monitoring and oversight processes and support their implementation.
- Develop and/or contribute to the development of compliance Standard Operating Procedures (SOPs) by 1st Line colleagues for managing the risk and compliance process, including criteria for conducting risk and compliance missions, training materials and modules, etc. following the international best practices.
- Facilitate periodic and ad hoc risk assessments led by relevant managers in regional, country and field offices to identify and assess risks, evaluate effectiveness of the internal controls, assess the potential for fraud and corruption in operational activities.
- Review and challenge risk management effectiveness across the office and all aspects of WFP’s operations.
- Promote accountability across functional units, prepare comprehensive reports summarising the status of compliance of internal controls, key oversight themes, and using risk information (e.g., risk indicators, incidents) to highlight areas out of risk appetite and formulate sound recommendations on required actions in areas of risk & compliance vulnerability.
- Support managers in analysing, preparing and sharing risk information with external stakeholders to contribute to UN system-wide engagement and collaboration with donors and partners
- Assess information/training needs and prepare and deliver training programmes or information sessions for colleagues and partners in RB or CO to enhance understanding of risk management and compliance with WFP policies, rules, regulations and procedures.
- Collect and analyse data on fraud incidents, fraud risk metrics, and fraud risk appetite, provide training in AFAC standards.
- Demonstrate leadership and functional skills by effectively leading a team and building staff capabilities for high performance results.
- Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework. Recommend appropriate actions to the relevant units or management level and contribute to corporate learning.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in business/public administration, finance, accounting, international development, audit or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in audit, performance and risk management or other related fields.
Experience: Typically eight years of relevant progressively responsible experience in leading, undertaking and/or contributing to risk management activities, including assessing and recommending effective internal controls and mitigation actions, in various organizations that use modern enterprise risk management frameworks, techniques and systems.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

TERMS AND CONDITIONS
This is an International Professional position and candidates must be a national of a country other than the country of assignment. Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year. WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Damascus, Syria to take up this assignment.
