The Norwegian Nobel Committee has decided to award the Nobel Peace Prize 2020 to the World Food Programme for its efforts to combat hunger and its contribution to better conditions for peace in conflict-affected areas.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The WFP uses cash & voucher transfers to empower people with choice to address their essential needs in local markets, while also helping to boost these markets.
Cash transfers has grown rapidly. In 2020, WFP transferred a record-high US$2.1 billion of purchasing power to people in 67 countries- up from US$10 million in 10 countries in 2009. Cash represents about 37% of WFP’s assistance portfolio, and come to enhance the flexibility, efficiency and beneficiary choice of the humanitarian assistance.
The Retail & Markets’ based Supply Chain Unit (SCOLR), is responsible to establish and mainstream the organization’s policies, procedures and systems that promote sustainable retail and markets’ operations required to achieve Zero Hunger, both in regular and emergency operations. This includes the shaping of WFP’s market intelligence methodologies, as well as collection and comparative analysis of both market and contractors’ data to i) monitor performance of WFP operations, but also ii) support selection of best-fit assistance modalities and inform country strategy design.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of SCOLR’s Process team head, and in close consultation with other functions, the Performance Management & Assessment Consultant is responsible for supporting with the following:
- Coordinate ongoing Market Functionality Index (MFI) workstreams with RAM Research, Assessment and Monitoring Division (RAM) including: MFI Validation Paper; Development of one-stop-shop for MFI platform; Externalization of the MFI as service for other UN agencies and NGOS; and the integration of the MFI into the modality- mechanism selection (TMMS) tool and roll-out.
- Provide technical assistance in support of country offices on MFI assessments including analysis, support on Transfer modalities selection, deployment of innovative approaches, training, and knowledge management.
- Lead the improvement of the Retailer Performance Evaluation methodology, and it's mainstreaming in the organization. Including the definition of Business Requirements and work in collaboration with IT for the digitization of the process as the modular expansion of the retail Contract Management System.
- Support country offices in the management of retailers’ performance including analysis, technical support on the questionnaires’ revision, training, and knowledge management.
- Support enhancement of data collection, analysis and reporting related to Supply Chain CBT processes with particular emphasis in:
- Retailer performance monitoring and evaluation
- Survey data for market assessments
- Global Key Performance Indicators from Retail & Markets’ based Supply Chain operations
- Provide training to colleagues at different levels in the organization on usage, interpretation and development of data visualization
- Document all data analysis, reports and dashboards activities to keep a knowledge base of data reporting activities.
Deliverables at the end of the contract:
- Complete configuration of the open-source interface (DataViz) for the visualization and standard analysis of the Market Functionality Index (MFI) data
- Complete and roll out the digital retailer performance module of the retail Contract Management System
- Establish workplan and support the Commodity Classification Harmonization project
STANDARD MINIMUM QUALIFICATIONS
Education
Master’s University degree in economics, statistics, mathematics and/or related field.
Experience
• Minimum 3 years of professional experience
• Professional experience with WFP in market assessment or monitoring activities, and familiarity with corporate tools is an asset
• Detail oriented, with strong analytical and critical thinking ability
• Experience working with BI tools (Tableau is an advantage)
• Professional/ Working knowledge of MS Office, STATA or R, and Python is highly desirable.
• Experience with database management and good command of SQL is an advantage.
• Experience working in a multicultural environment is an advantage
• Problem-solving attitude and creativity.
• Ability to establish effective working relations with persons of different national and cultural backgrounds
• Ability to work both with minimal supervision and as part of a team.
Language
Fluent written and oral communication in English as well as another UN language as a minimum (Arabic, Chinese, French, Russian and Spanish).
Multiple UN languages will be an asset for applicants, as the role foresees field support across all WFP regions.
