BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Ethics Office is seeking a Communications, Education and Outreach Consultant to join the Ethics Office to promote a culture of ethics and accountability within WFP and support the activities on protection and prevention of sexual exploitation and abuse (PSEA).
The Ethics Office is mandated to assist the Executive Director in ensuring WFP functions consistent with the highest standard of integrity as required by the Charter of the United Nations, the Standards of Conduct for the International Civil Service, the WFP Code of Conduct and high ethical standards. The Ethics Office fosters an ethical culture through a holistic approach. The Ethics Office is the WFP Organization Focal Point for PSEA and assists in facilitating WFP’s multi-disciplinary approach to PSEA in support of WFP’s commitment to uphold a zero-tolerance policy to sexual exploitation and abuse.
One of the core areas of the Ethics Office’s mandate is Communications, Education and Outreach. Thus, Communications, Education and Outreach in various forms is an ongoing responsibility of the Ethics Office.
The Ethics Office Consultant will be tasked with supporting the implementation and roll-out of the 2022 Communications, Education and Outreach work plan, created in support of the Ethics Office Strategy (2021-2022) and vision.
The Ethics Office Consultant will work independently and report to the Director, Ethics Office and work directly with the Senior Advisor (PSEA) and others in the Ethics Office for the purpose of creating and delivering communication, education and outreach activities in support of the Ethics Office objectives.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Ethics Office Consultant is expected to:
- Implement and deliver on the 2022 Ethics Office Communications, Education and Outreach work plan.
- Create awareness raising, communication and education materials in various forms (written and visual, including but not limited to reports, power point presentations, communications materials for different types of activities/meetings, short videos, etc.), on a variety of topics (including but not limited to ethics, standards of conduct, PSEA) and for a variety of audience.
- Ensure the effective design and delivery of communications products so to convey the desired message to the targeted audience.
- Initiate and effectuate improvements to materials already created and developed by the Ethics Office, as used.
- Support the development, including the organization, of training programmes and/or train-the-trainer modules on ethics, values, principles and standards of WFP to enhance knowledge and skills and capacitate WFP employees to act with integrity.
- Support the update of the ethics mandatory e-learning modules.
- Maintain and improve the Ethics Office’s presence on WFP’s internal and external webpages.
- Build positive and effective collaborations and relationships internally within WFP and externally across the United Nations and with the Rome-based Agencies to align messaging and activities, as appropriate.
- Contribute to the infrastructure and accountability of the Ethics Office and propose initiatives and make recommendations proactively to enable the work to be performed effectively and efficiently.
- Be able to provide technical oversight on third party companies in support of planned activities, as required.
- Perform other duties as assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in political science, communications, ethics and compliance, other social sciences or relevant field.
Experience: Minimum of 6 years of relevant experience in the field of communications, education and training.
Knowledge and Skills:
- Experience and expertise in visual communications design/production and in creating awareness raising and outreach materials with a proven record of accomplishments in producing various communication strategies, products, and tools.
- Experience with using graphic design software (i.e. InDesign, Publisher, etc.).
- Experience in creating e-learning.
- Strong initiative-taker and proven record to take independent decisions.
- Strong project management and time management skills, and the ability to balance multiple projects concurrently.
- Excellent interpersonal skills.
- Ability to work productively and independently, yet collaboratively, within the Ethics Office and with other relevant stakeholders in WFP and the UN system, respecting associated deadlines.
- High standards of ethics and ethical conduct, impeccable integrity, and respect for confidentiality.
- Remote working is acceptable with the ability to travel to Rome and other WFP locations for work as required.
Desirable:
- Knowledge of the UN ethics/standards of conduct, ethics and compliance and/or protection from and prevention of sexual exploitation and abuse/protection is a plus.
Language:
- Fluency in oral and written in English.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language desirable.
DELIVERABLES AT THE END OF THE CONTRACT:
- Execution of planned activities, as included in the 2022 Ethics Office Communications, Education and Outreach work plan.
- Support the update of an e-learning module on ethics.
- Regularly post internally on ethics topics and Ethics Office’s relevant activities.
- Expansion of content of internal and external webpages and other on-line presence.
- Timely and accurate production of outreach tools, templates, power point presentations and other materials – for internal and external use – as requested.
