1. PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates working closely with the Ministry of Local Administration (MOLA) and the Cities and Villages Development Bank (CVDB).
2. POSITION DESCRIPTION
The Public Financial Management (PFM) Specialist will work to improve MSP counterparts’ public financial management by diagnosing PFM capacity building needs and PFM system and process improvements for MOLA and individual municipalities. He/she will build the capacity of MOLA and targeted municipal governments to raise revenue, respond to citizens’ needs and concerns, and improve PFM. The PFM Specialist will work closely with municipalities, MOLA, and CVDB in coordination with the Outcome 1 Lead, DCOP, Regional Coordinators and ISF Team to diagnose PFM needs and articulate scopes of work for material support to individual counterparts.
3. KEY DUTIES AND RESPONSIBILITIES
Assist Principal Partner Municipalities and Associate Partner Municipalities pursue incentives for PFM reforms—for example, achieving municipal creditworthiness and attractiveness to private investors.
Conduct analysis and produce action plan report for reforming municipal financial processes.
Work closely with municipalities, MOLA, and CVDB to diagnose PFM needs and define PFM aspects of material support strategies.
Support national level financial management reforms in collaboration with MOLA and CVDB
Build on recent progress in budget planning, execution, and accountability.
Utilize the rapid needs assessments and initial MPIR findings to inform tailored support for implementing multiyear, gender-responsive budgets and increasing OSR.
Support institutional municipal outreach and engagement mechanisms on budget processes and transparency.
Support municipal own source revenue reforms.
Support debt management reforms.
Develop an action plan for implementing International Public Sector Accounting Standards (IPSAS) and strengthening financial reporting.
Identify and oversee any specialized PFM STTA.
With USAID’s permission and guidance, coordinated with USAID’s PFMA program.
Perform other related tasks as assigned by the Local Administration Lead or Chief of Party.
4. QUALIFICATIONS
Bachelor’s degree in related field
At least seven years of related public financial management professional experience.
Prior experience working with municipalities.
Experience working with USAID or other international donors highly preferred.
Must have excellent English and Arabic language proficiency, verbal and written
