General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:
Working within the GOAL Syria Investigation Department, the main function of the Investigation Manager (IM) is to support the Investigation Coordinator (IC) to ensure that GOAL Syria’s investigation systems are implemented effectively. Ensure all allegation received from accountability team is being logged in the investigation database with the relevant information in addition to ensure representing investigation department in Jordan with providing the guidance and following up with related cases. A part of the role will be coordination with the investigation team inside Syria to ensure a systematic reporting on investigation data, as well as for GOAL’s Partner organisations.
On the other hand, the IM’s workload will be to ensure that GOAL’s investigation reports are summarized as guided by the IC, ensuring the investigation data are properly managed and documented into the investigation record with close coordination with the investigation assistant. Support the IC to elaborates investigation strategies, plans and approaches. Leads and/or participates in Serious, Sensitive and Safeguarding Committee meetings. Follow up on the serious complaint’s committees’ recommendations, including connecting with GOAL different departments to provide guidance and support to address these recommendations.
Lastly the IM will be responsible to provide and manage the Safeguarding cases from protection background and experience with high sensitivity and confidentiality.
Duties, objectives and competencies
Direct Management:
IM will provide a direct management on the safeguarding and protection plans.
IM will manage the team in Jordan.
Led on the partners investigation plan and actions taken then report back to the Senior management to be documented in Investigation tracker and cloud.
Provide capacity building, technical support and training to the investigation team based in Syria
Provide capacity building, technical support and training to the partners in Turkey.
General Process:
Ensure all allegation received from the community feedback mechanism (CFM) officer are logged, segregated and entered into the investigation record.
Lead on the meeting with senior management that needs representing all serious and sensitive cases.
Ensure all decisions and actions points are closed and reported back to IC.
Ensure all the steps are recorded in the investigation tracker.
Ensure proper records and filing of investigation data such as allegation, type of allegation, process, findings, recommendation and management of data and documents.
Manage the investigation information on each investigation, ensure it is logged properly with collaboration with the investigation assistant and as guided by the IC.
Provide technical support to GOAL’s Partners to conduct investigations in line with GOAL Syria’s standard operating procedures once requested by the line manager.
Coordination
Promote the department capacity with dealing with safeguarding cases.
Coordinate with other related departments to solve any pending issue and promote better response and high effective outcomes that agreed during the meetings.
Ensure effective communication among and within GOAL teams in Syria, Turkey and Jordan.
Ensure of raising the awareness and build capacity of Programmes team on all areas of investigation handling, response and investigations.
Reporting
Develop the reporting strategy that are raised to the senior management with brief and strategic reports covering all the needs to support in decision making.
Follow up with donors reporting.
Tailor investigation reports templates according to the donor requirement, based on specifications provided by Investigation Coordinator.
Draft monthly and quarterly reports for donors on areas of serious complaint investigations that clarifies the story for each case discussed and closed, with justifying any pending cases.
Compile and submit timely reports on a weekly, monthly or quarterly basis to Investigation coordinator when requested
Review and provide input on standard operating procedures, memorandum, contracts and/or guidelines as needed with support from the IC.
Representation
IM will represent investigation department in Jordan office.
IM will represent the cases and follow up with another departments in Jordan.
Strategic Direction
Develop a checklist for the standard protection and safeguarding investigation steps.
Establish a tracker and files that include all the actions against each location has done a wrongdoing against GOAL implementation.
Ensure all data protection standards are applied carefully within GOAL investigation process.
Develop a tracker between GOAL and GOAL’s Partners to be shared with official process of reporting.
Evaluate investigation process for each year and provide effective feedback and recommendations to the IC.
Requirements (essential)
Bachelor’s degree in social, Humanities, Human Rights, law or other relevant fields
5 years’ experience in humanitarian field, preferable to be Investigation, Protection, Safeguarding and internal audit or related experience.
At least 2 years’ experience in direct management for teams.
At least 2 years’ experience in Protection and/or safeguarding field.
Demonstrated ability to engage in Strategic Thinking and good knowledge of the complaints; proceeding and methods of evidence handling.
Excellent communication and interpersonal skills, with previous experience in coordination activities.
Fluency in Arabic.
Fluency in English, strong English written, and oral competency required.
Strong understanding of Child Protection and SGBV.
Commitment to beneficiary accountability, humanitarian ethics, child protection and gender.
Strong experience with writing and establishing reports.
Analytical, structured mind and experience in data analysis.
Demonstrated experience working with data analysis and presentation tools and programmes (Microsoft Office, CommCare, PowerBI).
Requirements (desired)
A higher bachelor’s degree level (such as Master or a specialised technical Degree) in a Social, Humanities, Human Rights, law field.
Experience being a lawyer or legal consultant or experience with community or social affair.
Previous experience working in the INGO or humanitarian sector and understanding of the context of NW Syria, desirable.
Familiarity with anti-fraud policies.
Certificate with CHS, Data Protection, and IHL.
Experience in Monitoring and evaluation, accountability, and/or internal audit functions.
