Lead day-to-day management of program activities, supervise technical program staff, and lend consistent technical expertise to activity managers.
Support the COP in the design, implementation, and management of SLP technical activities, including but not limited to GUCs, direct procurement support, and capacity building interventions.
Take the lead in preparing, writing, and finalizing project deliverables including work plans, concept notes, quarterly performance reports, success stories, annual reports, and any other major project deliverable.
Oversee the program team to identify potential grant recipients, and work with them to design and develop grant concepts and activities, under the overall direction of the COP, USAID Contracting Officer’s Representative (COR) and other program representatives.
Oversee appropriate grant design, ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.
Demonstrate high level of understanding of prior implementation challenges and actively incorporate lessons learned into the design of new activities and work closely with the Monitoring, Evaluation, Research, and Applied Learning (MERAL) Director to review, monitor, and evaluate technical implementation, and incorporate project learning and analysis into activity design and implementation.
Support the COP to coordinate and provide leadership and oversight for the successful implementation of all technical activities, including GUC award process activities, grant implementation due diligence, and serve as a member of the grant’s evaluation committee.
Work closely with the Director of Finance and Administration to ensure that program implementation is undertaken in accordance with USAID regulations and procedures, and the specifications described under the scope of work and task order.
Coordinates with grants and procurement staff to provide sufficient written information for negotiation memos and all relevant contract documents as possible.
Coordinate with USG, SSAP implementing partners, NES stakeholders, as needed
In the absence of the COP, the DCOP-Programs will liaise with the USAID/SSAP and represent the project as needed.
Support and coach Field Coordinators (FCs) in the strategic development of concepts that respond to the current political situation and established program goals and objectives.
Support the professional development of team members by providing regular feedback and support, including completing annual performance appraisals.
In coordination with the Chief of Party (COP) and USAID, lead strategic development through political analysis, as well as coordination and feedback with relevant stakeholders and programmatic staff
Closely analyze the country’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, strategic review sessions, and recurring meetings, under the overall direction of the country representative.
Support the COP in overall project implementation and leadership, and any other tasks as needed
Minimum seven years total project management experience on international donor funded projects leading strategic technical project implementation, with five years’ experience working on USAID funded programs
Demonstrated experience with small grant activity design, development, and implementation in a unstable and/or corrupt environments.
Experience with grant management, preferably in-kind and small grants, preferably programs that require various and simultaneous procurements of goods and services and management of providers of short-term technical assistance.
Excellent technical writing skills and ability to design, pitch, and write activity concept ideas on short timelines
Field experience on USAID funded projects including experience working closely with the client
Leadership and management ability in team-oriented work environments.
Demonstrated ability to lead the development and implementation of project work plans.
Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders,
Experience connecting projects to wider US, host-nation, or other donor-funded projects, ensuring burden sharing and complementary development programming.
Financial management experience, including budgeting; financial management, and procurement.
Excellent communication and interpersonal skills.
Native English speaker with demonstrated ability to communicate effectively, both verbally and in writing is necessary.
Arabic language skills strongly preferred.
Knowledge and experience working on Syria and/or conflict and stabilization settings is strongly desired.
