Job Description:
Job Purpose:
MoFA education project is a 3-year project (2022-2025) funded by the Ministry of Foreign Affairs in Japan (MoFA). It aims to strengthen the school system to ensure that vulnerable children, including low-achieving children, out-of-school children, refugees, and Children with Disabilities (CwD) will have equal access to and be able to continue primary and secondary education in Irbid. The project has 3 outcomes :
- Outcome 1: Vulnerable children, including low-achieving children, out-of-school children, and refugees, are provided with services to access and continue public education
- Outcome 2: Children with Disabilities (CwD) have access to safe learning environment to continue public education
- Outcome 3: School management systems that are inclusive to all children, including low-achieving children, out-of-school children, refugees, and CwD, are strengthened, and knowledge is shared in target areas
Under this ToR, the consultant will be requested to support on school rehabilitation activities including 1) Rehabilitation of public school facilities and resource rooms for inclusiveness and 2) Rehabilitation of public school classrooms for provision of remedial education. Target locations will include 12 public schools in Irbid and Bani-obeid districts of Irbid governorate in Jordan.
The project is seeking for an expert consultant engineer who has knowledge and experience in creating safe and inclusive learning environments in public schools in Jordan. The main objectives of the rehabilitation are as follows: 1) Increase access of CwD to safe and inclusive learning environments, 2) Ensure that the classrooms are safe and inclusive physically and emotionally for the students who will be participating in remedial education of the project. Rehabilitation works take place in 12 public schools in Irbid, Jordan and should be completed by 31 January 2023.
Major Responsibilities:
Support WV staff on contractor selection process
- Developing the design drawings and Bill of Quantities (BOQs) according to the project team request.
- Participating in the bidding/tender process and support the project in selecting adequate contractor of rehabilitation services
- Conducting site visits intended for rehabilitation with bidders if requested
Lead rehabilitation activity implementation and process
- Agreeing with the selected contractor(s) on the site plan and final BOQs
- Conducting regular field visits
- Constantly communicating with the contractor(s) and the project team for updates, follow up, technical inputs, and timely problem solving
- Supporting the project team on needed approvals for proceeding the rehabilitation works
- Supporting the project team on handing over of the equipment and sites to Ministry of Education and schools
- Supporting the project team on equipping and furnishing the classrooms by supervising the quality of equipment purchased.
Reporting
Preparing reports (monthly, and final) detailing each intervention, inclusive of recommendations and lessons learned. The report will consist of, at minimum, an executive summary, a detailed description of the methodology and works’ evolution, a table listing challenges and limitations faced, solutions adopted to overcome them, pictures etc.
Other
- Any other duties as assigned by the Project Manager.
- Provide initiative in maintaining positive, constructive and supportive communication within the project team and other shareholders.
Main Requirements:
- BA/S in civil engineering or other related field
- Skills and license in AutoCAD drawing
- Proven 3 years and more of experience and knowledge in engineering work in humanitarian sector
- Demonstrated experience, high background and knowledge in creation and maintenance of safe and inclusive learning environments
- Demonstrated understanding and support of principles of equity, participation and inclusion
- Fluency in English and Arabic both in writing and speaking
- Must be from Irbid governorate, since the contractor will be working after school hour time so we as MOFA team prefer to hire the consultant from same target area to be also more flexibility with contractor work’s time.
