The Ministry of Defence (MOD) department at the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for a maternity leave cover position of Project Manager, Conflict Stability Security Fund (CSSF), job grade Higher Executive Officer (HEO).

The successful candidate will manage and deliver performance reporting including specific conflict and gender sensitivity elements of Defence input to the Jordan Conflict Stability Security Fund (CSSF), Security and Stability Programme (SASP), reporting to the SRO for the JAF Development Project (JDP).

Roles and responsibilities:

The Project Manager acts as an implementer for the MOD overseeing delivery of project outcomes by downstream implementing partners for CSSF projects or components within a wider security programme. The jobholder will deliver outcomes in line with agreed strategic objectives MOD Departmental requirements, the JDP Senior Responsible Officer (SRO).

They are responsible for:

  • Understanding and narrating how the project’s aims, objectives and outcomes fit within the CSSF’s programme’s strategic delivery and ‘Theory of Change’, ensuring that project effect, outcomes and outputs can demonstrate their contribution to it.
  • Lead on procurement process with MOD for future funding streams, issuing Expressions of Interest, Statement of Requirements and reviewing tenders to identify activities which best align with delivering the Theory of Change and represent Value for Money.
  • Create, manage and maintain key CSSF-facing project reports, including quarterly reports (narrative report, political access and influence charts, results framework, risk matrixes) and additional reporting highlighting project impact such as Case Studies.
  • Lead on CSSF compliance documents and audit trails.
  • Lead on approvals and Business Cases.
  • Work with the project beneficiaries and downstream delivery partners to ensure that project risks are identified, owned and monitored appropriately, taking remedial action and escalating where necessary. Alert the JDP Project SRO and the CSSF Team if risk arises and project elements are not possible within timeframes, costs and MOD/CSSF policies.
  • Ensure gifting, commercial and financial regulations for the MOD (as the financial baseline department) are complied with.
  • Work closely with the project beneficiaries to report on project activities, responding to new requirements and emerging priorities, confirming change of direction with the SRO and CSSF Jordan Board.
  • Capture lessons learned through project activity evaluation and provide input to an annual report for wider distribution. Lead on project completion reports at the end of each financial year.
  • Lead on documenting project Monitoring & Evaluation (M&E) and consulting with SMEs on conflict and gender sensitivity, safeguarding and value for money in line with CSSF and HMG guidance.

You will be responsible with your line manager for providing your own and your corporate learning objectives.

At all times, you will be subject to the Embassy and MOD Behaviours Charters, including any subsequent policies, and to recognise and contribute fully to the development and support for the diverse and inclusive nature of both organisations.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and Teams).

  • Experience or background in Military or MOD.

Eligibility:

If you are selected for this position, we will be able to employ you as long as:

  • Have the right to live and work in Jordan.
  • The successful applicant will be required to obtain a higher level of security clearance. Higher clearances can be granted only to certain nationalities. For this reason, candidates must be of British, American, Australian, Canadian or New Zealand nationality in order to gain the level of clearance required.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies.

Pay is on the Embassy HEO scale, with a non-negotiable salary of JOD 2,479 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This is a maternity leave cover position, which will be offered for a full-time employment, on a fixed-term contract basis for four (4) months with a possibility of extension.

The successful candidate will be subject to a 90-days probationary period (as appropriate).
