JOB PURPOSE
To contribute to the development of new and existing partnerships with government organizations in order to advocate the work of WFP, and raise and mobilize resources to support WFP programmes.
Under the overall guidance and the direct supervision of the Deputy Director Partnerships, GCC Global Office, based in Dubai, the incumbent shall have the following duties and responsibilities:

Level: SC 9
Salary: Starting from AED 32,444.84 per month (inclusive of pension), plus medical insurance and other entitlements.
Duration of Employment: 12 months with possibility of extension
KEY ACCOUNTABILITIES (not all-inclusive)
• Maintain effective relationships with partners and representatives of government donors and other GCC partners through appropriate channels, and coordinate donor meetings, attending and taking notes when required
• Keep select GCC donors abreast of WFP funding needs shortfalls, key emergencies, thematic areas in line with donors’ interest
• Conduct research on overarching strategic and political drivers in the GCC from a resourcing perspective and support the drafting of work-plans and high level strategies relevant to GCC partnerships outreach
• Draft briefs, thank you letters, powerpoints, cheatsheets etc. for executive and senior management meetings, missions and high level engagements (e.g. UNGA, COP 27-28, Executive Board Sessions, capital missions, high level events and fora)
• Negotiate contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.
• Keep track of donors’ contractual requirements and obligations, e.g. review progress and financial reports, issue activation and payment letters, liaise with treasury and donors on outstanding receivables
• Carry out the grants management functions for all GCC Global Office contributions by pre-posting financial data, increases and decreases of contributions’ budgets, migrations of financial resources, support the registration of in kind and cash contributions, using Saleforce -WFP tailored customer relationship management platform- and WFP SAP, enterprise resource planning system (WINGS), to ensure timely and accountable use of resources
• Maintain, update and review funding opportunities and global forecast for select GCC donors in WFP Salesforce and in WFP SAP system on an ongoing basis
• Highlight fundraising opportunities to senior managers for new strategies with the aim to maintain and increase funding and identify new partnership opportunities.
• Represent WFP at local/international meetings at appropriate levels, in such a way to advance select GCC government partnerships strategies and objectives, and builds support for WFP operations
• Coordinate work with team members to ensure the flow of information
• Perform other related duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Political Science, International Development, Development Economics, Social Sciences or other relevant field, or First University degree complemented by 2 years of related work experience and/or training/courses in addition to the minimum years of working experience indicated in the VA.
Experience: At least four years of postgraduate professional experience in relevant field of work, with a background in humanitarian assistance, international development, donor aid programmes or other related fields; previous experience with fundraising, negotiations, public relations and advocacy.
Language: Fluency in English language. Knowledge of Arabic is an asset.
